In 2023, the Ha Tinh finance sector promptly advised the Provincial People's Committee to develop a state budget estimate that ensures the prescribed principles, criteria, and norms; restructure expenditures, arrange, allocate, and thoroughly save on spending tasks, and prioritize resources to implement key and focal tasks.
The sector has coordinated with agencies, units and localities to advise on the drastic implementation of solutions for revenue collection and management. Accordingly, the total state budget revenue in 2023 of the whole province is estimated at about 18,100 billion VND (equal to 104% of the estimate assigned by the Central Government and 95% of the estimate assigned by the province). Of which, domestic budget revenue is estimated at 9,000 billion VND (equal to 138% of the estimate assigned by the Central Government and 113% of the estimate assigned by the Provincial People's Council, up 3% over the same period in 2022); import-export tax revenue is estimated at 9,100 billion VND (equal to 83% of the estimate assigned by the Central Government and the province, down 1.6% over the same period in 2022).

Regarding budget expenditure, in 2023, Ha Tinh was assigned a budget expenditure estimate of VND 20,006 billion, estimated to reach VND 22,354 billion for the whole year, equal to 111.7% of the estimate. Head of the Economic - Budget Committee of Ha Tinh Provincial People's Council Nguyen Thi Thuy Nga: The Department has advised and promptly guided the resolutions of the Provincial People's Council and the decisions of the Provincial People's Committee to implement policy mechanisms to ensure the disbursement of capital sources, especially policy mechanisms that integrate socialized sources and other capital sources.
In 2024, the Provincial People's Council assigned the total budget revenue estimate in the area to reach 17,500 billion VND; of which domestic revenue is 8,100 billion VND and import-export tax revenue is 9,400 billion VND; total budget expenditure is 20,277 billion VND.
To successfully implement the financial tasks - State budget in 2024, the Department of Finance will coordinate with the tax sector, agencies and localities to strengthen leadership and direction; resolutely organize the implementation of solutions to increase revenue, strive to exceed the budget collection task in 2024, ensure both the total level and revenue structure to perform expenditure tasks, contributing to the good implementation of the socio-economic development goals of the province.

Notably, the science and technology sector has mobilized more than 24 billion VND from socialized sources to invest in scientific and technological research; 100% of tasks are implemented through selection and open bidding, gradually improving quality and efficiency.
In 2023, Ha Tinh will continue to implement 41 S&T tasks transferred from 2022, including 2 national-level tasks; 6 tasks under the Program to support the application and transfer of S&T advances to promote socio-economic development in rural, mountainous and ethnic minority areas; 32 provincial-level tasks and the Project "Management and development of geographical indications for Huong Son Deer Antler products, Ha Tinh province". Selecting organizations and individuals to preside over 16 S&T tasks in 2023. As a result, 13 organizations and individuals presiding over the tasks were selected, 3 organizations and individuals were not selected. Many new and advanced processes and technologies were researched, applied and transferred into production, contributing to the construction and socio-economic development of the locality.
Instructed 260 organizations and individuals on the procedures for preparing dossiers for industrial property protection registration; implemented the process of supporting design and establishing domestic intellectual property rights for 100 trademarks and 8 industrial designs of production and business establishments.

In 2023, the THADS agencies in Ha Tinh have implemented many drastic solutions to fulfill assigned targets and tasks. Actively contributing to protecting the legitimate rights and interests of organizations and individuals; ensuring political security, social order and safety and economic development of the province.
Accordingly, the THADS agencies in the province have completed 3,767/4,160 cases with conditions for execution, reaching a rate of 90.5%. Compared to 2022, there was an increase of 441 cases and 1.1% in rate; compared to the target assigned by the General Department of THADS, it exceeded 5.05% and ranked 6th nationwide in terms of completion rate.
Regarding money, 128.4/198.1 billion VND has been executed with conditions for execution (47.4 billion VND for the budget; 81 billion VND for organizations and individuals), reaching a rate of 64.7%. Compared to 2022, it increased by 847 million VND and increased by 6% in rate; compared to the target assigned by the General Department of Tax Administration, it exceeded 16.2% and ranked 5th nationwide.
The provincial Department of Administrative Judgment Enforcement continues to focus on implementing the work of THAHC; directing the synchronous implementation of many solutions to effectively organize the enforcement of many administrative judgments and decisions. In 2023, the THADS agencies received 17 judgments and decisions on administrative cases (collectively referred to as judgments), of which 5 judgments have content of enforcement monitoring. To date, the state administrative agency has completed 2 judgments, while 3 judgments have not been completed.
During the year, citizen reception work continued to be seriously implemented by THADS agencies. The whole industry received and processed 33 petitions of all kinds.
