New agencies and units officially come into operation

In recent days, the Government has issued decrees stipulating the functions, tasks, powers and organizational structure of the above ministries and agencies.


From March 1, new agencies and units officially came into operation after a period of urgent arrangement and streamlining of the apparatus towards increasing efficiency, effectiveness and efficiency, contributing to creating development momentum in the current practical situation.

The process of streamlining the apparatus has significantly reduced the number of focal points and agencies, in which the Government apparatus for the 2021-2026 term has been streamlined to 14 ministries, 3 ministerial-level agencies (reducing 5 ministries and branches) and 5 agencies under the Government (reducing 3 agencies).

The arrangement and streamlining of the apparatus is carried out according to the principle of rationally organizing multi-sectoral and multi-field management ministries, one agency performing many tasks and one task being assigned to only one agency to preside over, perform and take primary responsibility, ensuring no overlap, interference, no omission of functions and tasks, improving the effectiveness and efficiency of state management.

The agencies also streamlined their departments and professional divisions, and assigned specific tasks to each individual. All of this ensures stable operations and timely and smooth resolution of administrative procedures for citizens and businesses.

At the ceremony to announce the National Assembly's Resolution on the establishment of the Ministry of Ethnic Minorities and Religions; Decisions on personnel work at this Ministry, Prime Minister Pham Minh Chinh requested to immediately get to work, without interruption, especially work related to the people, ethnic minority and religious affairs, actively contributing to political stability, social order and safety, national development, and promoting GDP growth of 8% or more.

We must promote and be a model of solidarity, unity and spread solidarity and unity. Cadres must be closer to the grassroots, go to the grassroots more, go to remote areas, border and island areas, do better in information and propaganda work, create motivation and inspiration for equal development and leave no one behind.

When implementing the personnel work of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra hopes that from March 1, the cadres, civil servants, public employees and workers of the Ministry will put aside their feelings of hesitation, worry, anxiety, contemplation, and nostalgia to overcome themselves and move towards the work that awaits them every day, every hour, which is very heavy but very glorious.

To resolve administrative procedures continuously, smoothly and effectively when arranging and streamlining the organizational apparatus, recently, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Document No. 219/TTg-KSTT of the Prime Minister on implementing administrative procedures for people and businesses when arranging and streamlining the organizational apparatus.

In particular, on behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 127-KL/TW of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system.

Including research on the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing a 2-level local model (party, government, and mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency.

The Politburo and the Secretariat also requested to determine the highest political determination, implementing the motto "running while queuing" to complete the work with a very large volume, requiring high quality and progress, and submit it to the Party Central Committee in mid-April 2025.

An initial result in implementing this major policy is that recently, after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus, the Politburo decided to exempt all tuition fees for students from kindergarten to high school nationwide. The implementation time is from the beginning of the new school year 2025 - 2026.

The Politburo also assigned the Government Party Committee to direct the Ministry of Education and Training, the Ministry of Finance, a number of relevant ministries, branches and localities to coordinate in concretizing and seriously implementing this decision.

Receiving the good news, many managers, teachers and parents across the country expressed their joy and affirmed that this was a popular decision, with social significance and strong influence, in line with the general trend of developed countries.

This decision not only reduces the burden on families in disadvantaged areas, but also ensures the best learning opportunities for students in all areas and of all ages, contributing to the effective implementation of the policy of universalizing secondary education; thereby improving the intellectual level of the people and creating a solid foundation to improve the quality of human resources.

Along with the Central Committee, the apparatus of Party agencies and new administrative agencies of localities across the country officially came into operation from March 1.

As in Hanoi, departments, branches, districts, towns have officially come into operation after restructuring and streamlining the apparatus.

For many days now, cadres, civil servants and public employees of newly merged, consolidated and transferred agencies have immediately started to consolidate, assign, decentralize and delegate tasks, ensuring the smooth implementation of tasks of the units right from the first day of official operation.

In Dong Nai, the province has completed the arrangement of the provincial government apparatus and agencies and units, ensuring consistency and unity with the Central Government's arrangement plan.

The cadres and civil servants in their new positions quickly approached and immediately got to work; promoted the spirit of solidarity with the collective cadres and party members of the unit, joined hands, overcame difficulties, and successfully completed the assigned political tasks.

It can be seen that the entire political system is continuing to promote the spirit of solidarity, unity, and determination to best complete the task of streamlining the organizational apparatus, contributing to building a truly streamlined, strong, effective, and efficient political system.

Not only operating effectively, efficiently and smoothly, it is expected that the process of arrangement and streamlining will improve the quality of human resources as well as the quality of state management, thereby mobilizing more resources, soon completing the goals set by the Resolution of the 13th National Party Congress, realizing the aspiration of building a prosperous Vietnam.
