The whole country still has 14 poor districts in 12 provinces with "no new rural communes"

This afternoon, October 23, in Hanoi, Minister of Agriculture and Rural Development Le Minh Hoan chaired a national online conference with a number of central ministries, branches and 63 localities to urge the completion of the goal of building new rural areas (NTM) by 2024. As of October 20, 2024, the whole country has 6,320/8,162 communes (77.4%) meeting the NTM standards, including 156 communes in region III of ethnic minorities and mountainous areas, 11 communes with special difficulties in coastal and island areas; 2,182 communes meeting the advanced NTM standards and 480 communes meeting the model NTM standards. There are 296 district-level units in 58 provinces and centrally-run cities meeting the NTM standards (accounting for 45.96% of the total number of district-level units nationwide), of which 11 districts have met the advanced NTM standards.

There are 22 provinces and centrally-run cities with 100% of their communes meeting NTM standards, of which 15 provinces and cities have 100% of their communes meeting NTM standards and 100% of their district-level units have been recognized as meeting NTM standards. Notably, 5 provinces (Nam Dinh, Dong Nai, Ha Nam, Hung Yen, Hai Duong) have been recognized by the Prime Minister as having completed the task of building NTM. By the end of June 2024, the whole country had mobilized over 2.8 million billion VND to invest in implementing the program.

Regarding the One Commune One Product (OCOP) program, 63/63 provinces and centrally run cities have developed and issued projects and plans to implement the program for the 2021-2025 period. To date, the country has 14,085 OCOP products with 3 stars or more. There are 7,846 OCOP entities, of which 32.8% are cooperatives, 22.7% are small enterprises, 38.6% are production establishments and business households, and the rest are cooperative groups.

In particular, there have been more than 2,420 cooperatives with OCOP products, gradually transforming their operations, performing the function of product consumption associated with building products with standards, regulations, packaging, labels, and brands of the cooperative instead of just providing input services for members.

Reporting at the working session, the representative of the Central Coordination Office of the National Target Program on New Rural Construction pointed out a number of current difficulties and problems, mainly related to the progress of issuing documents guiding the implementation of the program; the progress of disbursing central budget capital in 2024; and the progress of implementing pilot models under specialized programs.

On the other hand, the results of achieving NTM standards in some regions still have a large gap; there are still 14 poor districts in 12 provinces with “no NTM communes”. In particular, the impact of recent natural disasters has caused severe damage to property and people and greatly affected people’s lives and production as well as the results of achieving NTM standards...

The conference spent most of the time for representatives of ministries, branches and localities to discuss and evaluate the effectiveness of mechanisms and policies in the implementation process; at the same time, recommend and propose a number of solutions to remove difficulties and obstacles affecting the progress of the program implementation as well as maintain and promote the achievements that have been achieved.

Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan requested the People's Committees and steering committees of national target programs for the 2021-2025 period of provinces and centrally run cities to focus and resolutely implement the program at all levels and sectors to be able to complete the goals that the Provincial People's Committee has registered to achieve in 2024.

Continue to promote implementation, improve the quality of local appraisal of new rural areas, advanced new rural areas, model new rural areas and complete the task of building new rural areas. Strengthen management and use of allocated state budget funds to ensure efficiency and compliance with legal regulations. Continue to research and propose solutions to promote internal resources, improve capacity for cadres working on building new rural areas, and allocate resources to resolutely eliminate "white new rural communes".

For localities affected by the storm and the circulation of the recent storm No. 3, there should be specific reports and proposals to central ministries and branches to consider and arrange funding for maintenance and repair of works as well as support the restoration of production models of people in communes that were heavily damaged.

The Ministry of Agriculture and Rural Development will accompany and guide localities to gradually remove difficulties, determined to improve quality and speed up the implementation of the program to ensure compliance with legal regulations and practical conditions.
