At the conference, Director of the Department of Quality Management (Ministry of Education and Training) Huynh Van Chuong said that the 2024 high school graduation exam will be organized basically stably as in the 2020-2023 period. The Ministry of Education and Training has given general instructions, and the provinces and centrally run cities will preside over all exam organization work in their localities.
Accordingly, the Examination Councils will organize the examinations on June 26, 27, 28 and 29, 2024; mark the examinations from June 29, 2024; announce the examination results at 8:00 a.m. on July 17, 2024, and consider recognizing high school graduation on July 19, 2024.
The Ministry of Education and Training has advised the Prime Minister to issue Directive No. 15/CT-TTg dated May 16, 2024 on strengthening direction and coordination in organizing the High School Graduation Exam and university and vocational education admissions in 2024. Along with that, it is issuing documents directing, guiding and organizing the Exam.
Regarding the work of building a question bank, the Ministry of Education and Training has completed the review of the matrix of 15 exam subjects. Developed and completed the reference test for the 2024 High School Graduation Exam announced on March 22, 2024. At the same time, reviewed, edited, and completed the question bank to serve the work of creating exam questions.
The Ministry of Education and Training has also issued guidelines for the exam question making process to ensure that question combinations are randomly extracted from the exam question bank to draft, review, and refine exam questions and answers; forms for each stage are reviewed and completed; and responsibilities of those participating in the exam question making council are clearly defined.
To organize the High School Graduation Exam, the Ministry of Education and Training has deployed the construction of systems and software and unified their use nationwide for many years. In April 2024, the Ministry of Education and Training coordinated with the Ministry of Public Security to organize an inspection, assessment, and security and safety review of this software before deploying and putting it into use within the prescribed scope.
In addition, the Ministry of Education and Training has also organized training on the use of software. Situations and problems arising during the organization of exams and the use of software systems in previous years have been summarized by the functional units of the Ministry of Education and Training and detailed instructions on how to handle them were provided to the Departments of Education and Training at the training conference.
Online conference between the National Steering Committee for High School Graduation Exam and the Exam Steering Committees of 63 provinces/cities
This year, the Departments of Education and Training have organized for candidates to try to register for the exam online from April 24 to April 28 and officially register for the exam from May 2, 2024 to 5:00 p.m. on May 10, 2024 online and in person with a total of 1,071,393 candidates registering for the exam, an increase of more than 45,000 candidates compared to the 2023 exam. Nationwide, there are 2,323 exam sites and 45,149 exam rooms. There are 66,927 candidates registered for exemption from the Foreign Language exam, accounting for 6.25% of the total number of candidates.
In order for the exam to take place safely, seriously and confidentially, the Ministry of Education and Training has issued a plan for inspection and examination of the 2024 High School Graduation Exam. Through the actual inspection process, initial results show that the inspected localities have promptly established a Provincial Steering Committee for the exam with full members according to regulations, mobilizing the entire political system, departments and branches of the province to participate, assigning specific and detailed tasks to each member of the Provincial Steering Committee, many localities established a District Steering Committee and mobilized the issuing departments and the entire political system to participate.
Besides the advantages, there are still some difficulties that need to be overcome such as some localities have difficult physical conditions; some localities have a situation where the approval of candidate applications is slower than the work schedule; the weather and climate in the regions are forecast to fluctuate, especially in the rainy season or in the hot summer.
In the coming time, the National Steering Committee will continue to organize working groups with localities on exam preparation, exam supervision and grading. The National Steering Committee has announced a hotline to 63 provinces and cities, regularly connecting with the Provincial Steering Committee to coordinate the organization of the exam safely, seriously and in accordance with the regulations. At the same time, continue to carry out communication, inspection and direct examination work in localities during the exam period.
Speaking at the Conference, Major General Le Minh Manh, Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security, said: The Ministry of Public Security has issued a plan to direct local police forces to ensure absolute security and safety for the Exam. Up to now, 100% of relevant units have developed plans to closely follow the direction of the Ministry of Public Security on ensuring security and safety for the Exam.
The professional units of the Ministry of Public Security have also coordinated with local police to ensure absolute security and safety for the Examination Council and the process of transporting and delivering examination papers to 63 Examination Councils as well as training on preventing and handling cheating situations using high-tech equipment to ensure the Examination takes place safely, seriously and confidentially nationwide.
Regarding medical work, Deputy Director of the Department of Medical Examination and Treatment Management, Ministry of Health Vuong Anh Duong, informed: The Ministry of Health has directed the Departments of Health to develop specific plans for medical work serving the exam, ensuring medical emergency and disaster emergency. Proactively prepare plans related to fires, traffic accidents, storms, and floods. Ensure environmental sanitation, prevent summer epidemics; Ensure food hygiene and safety. Implement epidemic prevention measures during the exam at the exam sites. Establish mobile anti-epidemic teams and be ready to deploy to respond when an epidemic occurs.

At the Conference, Deputy Minister Pham Ngoc Thuong emphasized: The high school exam is always an important, complicated, and sensitive activity because it takes place on a national scale, in different regions, with a large number of students taking the exam and a large number of participants. Up to this point, the preparation work of localities for the 2024 exam has been very thoughtful, with all conditions in terms of facilities, human resources, and materials ready.
This is demonstrated through the proactive, early, and extremely active preparation of localities. From issuing a system of documents, establishing a steering apparatus at all levels, assigning tasks promptly and responsibly; to establishing inspection teams, checking the actual implementation, strengthening facilities, effectively implementing professional work and proactively communicating about the Exam.
In order for the organization of the Exam to meet the requirements, Deputy Minister Pham Ngoc Thuong requested the Steering Committees at all levels to continue to fully, deeply, seriously and concretize the tasks stated by the Prime Minister in Directive No. 15 dated May 16, 2024. In particular, focusing on 5 main and core tasks of direction, coordination, preparation, organization and communication.
Regarding direction, the Deputy Minister requires close, comprehensive direction from the central to local levels, from resources, facilities, people, equipment, coordination, task assignment, inspection, and anticipating problems.
Regarding coordination, the exam takes place on a national scale, with a large number of human resources and many agencies and units participating, requiring coordination between ministries and branches such as the Police, Health, Youth Union, etc. Therefore, coordination needs to be smooth, efficient and non-overlapping.
Emphasizing the important role of preparation, the Deputy Minister requested careful and thorough preparation for the Exam. The more careful and thorough the preparation, the smoother the implementation.
Regarding the implementation, the Deputy Minister noted that the assigned personnel must perform the work in the right steps and in accordance with regulations. In particular, the procedures, from professional procedures, procedures for handling unusual situations, and reporting procedures must be strictly followed.
Emphasizing the need for communication work, the Deputy Minister requested that this work must be carried out proactively, promptly, and communicated correctly and sufficiently so that society can understand, agree, and see the nature, scale, and pressure of the Exam. During the communication process, media agencies from central to local levels need to reflect the true spirit of the Exam, with cases requiring warnings and deterrence but also avoiding pressure and stress for the Exam.
With an exam involving millions of candidates and hundreds of thousands of officials participating in the exam, according to the Deputy Minister, it is inevitable that there will be mistakes and unusual situations, so localities need to anticipate and proactively prepare contingency plans.
The Deputy Minister especially noted that candidates absolutely must not bring phones or cheating devices into the exam room. Forces from the police to teachers, with their professional skills and trained observation skills, must be extremely responsible in detecting and preventing this.
With the highest motto of not allowing any candidate due to economic difficulties or transportation difficulties to not be able to take the exam, the Deputy Minister directed that localities create the most favorable conditions for candidates to take the exam. For candidates in difficult areas, places with transportation difficulties, means of transport, and affected by storms, conditions should be created so that they can arrive at the exam site early.
Continuing to thoroughly implement the spirit of "4 Right - 3 No" in organizing the 2024 High School Graduation Exam, Deputy Minister Pham Ngoc Thuong also reminded localities about the work of transporting and printing exam papers; exam invigilation and grading; and personnel work.
The Head of the National Steering Committee emphasized: "Units and localities clearly identify the nature and importance of the work, clearly assign tasks and responsibilities so that the Exam takes place in accordance with its purpose and requirements, with a spirit of safety, seriousness, efficiency, compliance with regulations, thoughtfulness and friendliness"./.
