“ After expanding from five to 10 member states, the BRICS Group of the World’s Leading Emerging Economies (BRICS) has embarked on the path of cooperation under the BRICS+ format ,” wrote Wang Youming, a political scientist at the China Institute of International Studies, in an article published in the Global Times.
“ The scale and appeal of BRICS+ are effectively amplified by the group's influence in the world, making it an important force bringing about profound changes in the international power structure ,” Wang Youming stressed.
According to him, recently, Cuba and Syria have expressed their intention to join the BRICS cooperation mechanism.
“ The world order is in turmoil: The old order is undergoing systemic chaos, and at the same time there are efforts to create a new order in the face of serious disagreements between the North and the South ,” the Chinese expert noted.

There is an imbalance in the distribution of international power, he added. The institutional strength of BRICS members and developing countries in this system does not correspond to their economic size.
Mr. Wang Youming emphasized that BRICS countries do not want to stand on the sidelines and become a silent majority. In this regard, BRICS is trying to coordinate efforts to change the “unfair and irrational global governance mechanism”.
According to him, BRICS+ should not be considered a group that is “tough on the West”, moreover, the group “does not upset the existing order but plays the role of a reform agent”.
“ Although BRICS member states and partners may express varying degrees of dissatisfaction with the hegemonic tendencies and actions challenging the West, most do not want BRICS+ to be associated with political confrontation with the West. The road to changing the world order may be long, but it will eventually be completed. The tasks may be difficult to achieve, but thanks to the actions taken, they will be resolved, ” Wang Youming expressed.
Meanwhile, the Russian Foreign Ministry declared that BRICS will never become a military alliance.
According to the Russian Foreign Ministry, BRICS develops on three main “pillars”: Politics and security, economics and finance, culture and humanitarian relations. Meanwhile, relations between BRICS countries are built on the basis of equality and mutual respect, not aimed “against anyone”.
The Russian Foreign Ministry affirmed that one of the main goals of BRICS is to create a fair and multilateral world economic system. Since its establishment, BRICS has advocated the peaceful settlement of international disputes and the strengthening of multilateralism in solving global problems, supporting the principles of international law and respecting the sovereignty of states. The expansion of BRICS contributes to enhancing the role of developing countries in international affairs.
Russia holds the BRICS Presidency in 2024, pursuing the motto of “strengthening multilateralism for equitable global development and security”.
The BRICS summit in Kazan, Russia from October 22-24 will include meetings of member states and meetings in an expanded format, focusing on discussing issues of economic development, world and regional security.
