Minister Dao Ngoc Dung: Eliminate the fear of making mistakes, only discuss action, not retreat!

Minister Dao Ngoc Dung chaired a meeting with the Department of Labor Relations and Wages to assess the implementation of tasks in the first 8 months of the year and directions for the last 4 months of 2024.

Also attending were Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh, leaders of a number of agencies and units under the ministry and officers and civil servants of the Department of Labor Relations and Wages.

Many bright spots in labor relations and wages

Reporting to the Ministry's leaders, Mr. Nguyen Huy Hung, Director of the Department of Labor Relations and Wages, highlighted the achievements in the development and implementation of labor policies, labor relations and wages.

Mr. Hung said that in 2024, the Department of Labor Relations and Wages was assigned to develop 6 legal documents, including 3 decrees and 3 circulars. To date, the Department has completed and submitted to competent authorities to issue 2 documents, including 1 decree and 1 circular, on schedule.

At the same time, the Department is also finalizing the draft of two other circulars and continuing to implement two additional decrees, focusing on labor management, wages, remuneration and bonuses for state-owned enterprises, as well as regulations on employee representative organizations and collective bargaining.

Regarding the implementation of wage reform according to Resolution No. 27-NQ/TW of the 7th Central Conference (term XII), the Department has advised the leaders of the Ministry of Labor, Invalids and Social Affairs on adjusting regional minimum wages, social insurance and preferential allowances for meritorious people. After the consultation process, the Politburo issued Conclusion No. 83-KL/TW (on wage reform, social insurance allowances, preferential allowances for meritorious people and social allowances from July 1, 2024) and the Government has implemented the corresponding decrees.

In particular, in 2024, the Department completed and submitted to the Government for promulgation Decree No. 21/2024/ND-CP on salary management for 100% state-owned enterprises, and Decree No. 79/2024/ND-CP on salary management mechanism for Viettel Group.

This shows the effort in ensuring workers' rights, while promoting the sustainable development of state-owned enterprises.

In addition, the Department has instructed and deployed the adjustment of regional minimum wages from July 1, 2024 to businesses. Through monitoring, businesses basically did not encounter any difficulties or obstacles in implementation, contributing to ensuring income for workers.

The Department also conducts a survey of labor and wages in enterprises to have data to serve the adjustment of regional minimum wages in 2025.

Labor relations in enterprises generally remain stable. Dialogue and collective bargaining activities continue to be promoted, helping to limit strikes and quickly resolve arising conflicts. Workers' lives have improved significantly, with an average income in the first 6 months of 2024 reaching 7.5 million VND/month, an increase of 7.4% over the same period in 2023.

However, Director Nguyen Huy Hung identified the problem that needs to be focused on handling is the situation of labor relations in enterprises, although there are no major fluctuations, there are still potential risks of instability, especially in labor-intensive enterprises.

Appreciating the efforts of the Department of Labor Relations and Wages in performing its duties, preparing and implementing work carefully, with a high sense of responsibility, and not being afraid of work, Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh also reminded the unit to be more proactive in proposing new jobs, instead of just waiting for assignment.

This will help the Department continuously improve the quality of its work, while better meeting practical requirements in the field of labor and wages.

Rekindle the working spirit with cadres and civil servants

Concluding the meeting, Minister Dao Ngoc Dung acknowledged the results achieved as reported by the Department of Labor Relations and Wages. The Minister commented that the Department demonstrated a high sense of responsibility, was not afraid of work, and was ready to accept assigned tasks.

The Department has effectively implemented a number of tasks such as acting as the focal point for salary reform, advising the Politburo and the Secretariat to issue Directive No. 37-CT/TW on strengthening leadership and direction in building harmonious, stable and progressive labor relations in the new situation, implementing legal documents on labor...

However, according to the Minister, in addition to positive developments, there are still some issues that need to be improved at the unit. He commented: "The Department works responsibly, is not afraid of work, and does whatever is assigned, but sometimes it is not sure of the situation, and its responses are slow and untimely."

The Minister cited existing problems in labor relations management and warned of potential risks from collective disputes and strikes in enterprises. In addition, support for workers and enterprises is also limited.

In addition, the Minister pointed out that although labor relations support centers have been established, their effectiveness is unclear. He said that coordination within the unit is still not tight enough, and the division of tasks among staff is not highly effective.

One of the issues that the Minister noted was the need to avoid the "fear of making mistakes" mentality among officials. He affirmed: "Only when you do wrong will you be afraid, but when you do right, there is no problem." Reiterating the direction of the Government leaders "only discuss doing, not retreating", the head of the Department of Labor, Invalids and Social Affairs requested that officials of the Department of Labor Relations and Wages be more proactive and decisive in their work.

Urging each cadre and civil servant to "revive" their work spirit, the Minister noted that the context has many potential risks and challenges for state management agencies in the coming time, which need to be focused on handling.

The Minister assigned the Department of Labor Relations and Wages to focus more on perfecting the institutions on wages and labor relations. The development of the Decree regulating the wage mechanism in state-owned enterprises must closely follow the 5 contents on wage reform in state-owned enterprises according to Resolution No. 27-NQ/TW and the completion time of the Decree must ensure progress before January 1, 2025.

Regarding the Decree on labor organization and collective bargaining, the Minister affirmed that this is a difficult, sensitive, and complicated decree but it cannot be avoided. Therefore, the Minister directed the Department to carefully study Resolution 06-NQ/TW in 2016, closely following the spirit of the Resolution on ensuring compliance with the provisions of Vietnamese law, in accordance with international commitments that Vietnam has participated in, while maintaining political and social stability.

Concluding the meeting, Minister Dao Ngoc Dung emphasized that, as a state management agency for labor relations and wages, the Department must closely follow and grasp the labor situation, wages, living standards of workers, and labor relations in enterprises. The Department needs to be proactive in its work and not delay in implementing assigned tasks.
