Natural disasters and floods often cause very heavy damage.

Accordingly, the general task of the Plan is to deploy, inspect and supervise the implementation of the Law on Hydrometeorology, the Law on Natural Disaster Prevention and Control and documents guiding the Law; continue to review Decrees, Circulars and technical regulations of the Hydrometeorology Sector for revision and supplementation; continue to deploy the Hydrometeorology Development Strategy and plans, projects and schemes to modernize the hydrometeorology monitoring network and forecasting technology.

Implement the Plan to implement Directive No. 10-CT/TW dated September 25, 2021 of the Secretariat on strengthening the Party's leadership over hydrometeorological work to meet the requirements of national construction and defense.

Implementing the plans of the Ministry of Natural Resources and Environment related to natural disaster prevention and control: Plan of the Ministry of Natural Resources and Environment to implement Directive No. 42-CT/TW; Plan to implement Resolution No. 76/NQ-CP; Plan to implement the Program to update natural disaster risk zoning, create natural disaster warning maps, especially natural disasters related to storms, storm surges, floods, flash floods, landslides, droughts, and saltwater intrusion; Plan of the Ministry of Natural Resources and Environment to implement the National Strategy for Natural Disaster Prevention and Control to 2030, with a vision to 2050; Plan of the Ministry of Natural Resources and Environment to implement the National Natural Disaster Prevention and Control Plan to 2025; Plan of the Ministry of Natural Resources and Environment to implement Decision No. 957/QD-TTg.

Closely monitor, forecast, and provide early warnings of dangerous hydrometeorological phenomena, especially tropical depressions, storms, heavy rains, floods, flash floods, landslides, heat waves, droughts, saltwater intrusion, and geological disasters and environmental pollution incidents caused by natural disasters; promptly provide forecasts and warnings to central and local agencies and departments to serve the direction, prevention and control work.

Improve the quality of natural disaster forecasting and warning, focusing on early warning; continue to research and improve the content and format of hydrometeorological forecast bulletins to meet the increasing needs of the community.

Synthesize and propose amendments to the inter-reservoir operation process in the Central region. In addition, promote information, communication and training activities to bring information to the people, improve community capacity to grasp the situation, natural disaster developments and proactively respond to situations, minimize risks and damage caused by natural disasters.

Focus on integrating international cooperation activities in implementing tasks of the natural resources and environment sector to enhance disaster risk management capacity as well as mobilize international resources for response work in situations, minimizing risks and damage caused by natural disasters.

Specifically, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the Ministry of Natural Resources and Environment requires the General Department of Hydrometeorology to regularly monitor and implement the on-duty regime for natural disaster prevention, control and search and rescue; summarize the situation of prevention, control and developments of natural disasters and incidents; advise the Head of the Committee and the Ministry's leaders to direct the entire sector to promptly and effectively handle natural disasters and incidents; propose to establish and organize inspection teams chaired by the Ministry's leaders to inspect in the provinces as assigned by the National Steering Committee for Natural Disaster Prevention and Control.

At the same time, urge and inspect units in the sector to perform the tasks of preventing, combating, overcoming the consequences of natural disasters and search and rescue; proactively coordinate with the Department of Dyke Management and Natural Disaster Prevention and Control, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control, the Office of the National Committee for Incident Response, Natural Disasters and Search and Rescue, and relevant ministries and branches in activities of preventing, combating, overcoming the consequences of natural disasters and search and rescue; propose measures to prevent and overcome the consequences of natural disasters; synthesize and propose financial support for the work of preventing, combating, overcoming the consequences of natural disasters and search and rescue of localities.

The General Department of Hydrometeorology directs its subordinate units to review and inspect all means, machinery, equipment, and communications, ensuring full monitoring and measurement, timely and smooth information in all situations; perfecting hydrometeorological forecasting plans and tools; plans for natural disaster prevention and control at regional hydrometeorological stations and provincial hydrometeorological stations; strengthening forecasting, warning, and monitoring of dangerous hydrometeorological phenomena, providing timely and complete information on natural disasters to the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue at all levels and agencies as prescribed to serve the direction of natural disaster prevention and control and search and rescue.

Improve the quality of disaster forecasts and warnings, focusing on forecasting and early warning of storms, tropical depressions, heavy rains, floods, flash floods, landslides, heat waves, droughts, water shortages, and saltwater intrusion; focus on spot weather forecasts, quantitative heavy rains, flash flood and landslide warnings to serve disaster prevention and control work; continue to research impact-based forecasts and risk-based warnings. Strengthen information and propaganda work on tropical depressions, storms, heavy rains, flash floods, landslides, droughts, saltwater intrusion, and other natural disasters for the community.

Coordinate with the National Committee for Incident and Disaster Response and Search and Rescue, the National Steering Committee for Disaster Prevention and Control, the Institute of Geophysics and relevant units and localities to strengthen hydrometeorological forecasting for areas of natural disasters, environmental incidents, oil spills at sea and areas of earthquakes and tsunamis to serve the direction, response and overcoming of consequences.

Deploy assigned tasks in the plans of the Ministry of Natural Resources and Environment related to natural disaster prevention and control: Plan to implement Resolution No. 76/NQ-CP; Plan to implement the Program to update natural disaster risk zoning, create natural disaster warning maps, especially natural disasters related to storms, storm surges, floods, flash floods, landslides, droughts, and saltwater intrusion; Plan of the Ministry of Natural Resources and Environment to implement the National Natural Disaster Prevention and Control Plan until 2025; Plan of the Ministry of Natural Resources and Environment to implement Decision No. 957/QD-TTg dated July 6, 2020 of the Prime Minister approving the project on preventing and combating riverbank and coastal erosion until 2030.

Prepare the content and agenda of the Steering Committee meetings and other reports as requested by the Head of the Committee; provide timely documents and information related to disaster prevention, control and search and rescue work to members of the Steering Committee; synthesize and prepare annual summary reports on disaster prevention, control and search and rescue work of the Ministry.

The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the Ministry of Natural Resources and Environment also assigned specific tasks to other units under the Ministry to effectively implement the Ministry's Natural Disaster Prevention, Control and Search and Rescue Plan for 2023.
