Teacher promotion exam to be abolished from December

Replacing exams with consideration for promotion of teachers' professional titles with new regulations; guiding the method of calculating prices for education and training services are important policies that will take effect from December this year.


Consider promoting teachers using specific criteria

The Circular regulating standards and conditions for considering promotion of professional titles of public preschool and primary school teachers and university preparatory teachers issued by the Ministry of Education and Training takes effect from December 15.

This Circular replaces Circular No. 34/2021/TT-BGDDT regulating the standards and conditions for examination or promotion; content, form and determination of successful candidates in the examination for promotion of professional titles of public preschool and general education teachers.

From December, the exam for teacher promotion will be abolished with new, stricter regulations.

The new Circular does not stipulate the standards and conditions for promotion exams because the Government has abolished the promotion exam format; it does not stipulate the content, format and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree No. 85/2023/ND-CP.

The new circular specifically stipulates the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.

Regarding the quality classification standards during working time, during the time holding the professional title of grade III teacher or equivalent, there are 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion to the professional title with quality classified at the level of "Completing tasks well" or higher.

During the time holding the professional title of grade II teacher or equivalent, the quality of the 5 years prior to the year of consideration for promotion to the professional title must be classified at the level of "good task completion" or higher, of which at least 2 years must be classified at the level of "excellent task completion".

This regulation, according to the Ministry of Education and Training, is to comply with the guidance of the Ministry of Home Affairs on determining the structure of professional titles of civil servants for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget, the maximum proportion of professional titles of grade I is not more than 10%, the maximum proportion of professional titles of grade II and equivalent is not more than 50%.

The new circular stipulates that 1 emulation title and achievement cannot be used simultaneously in two times of promotion from level III to level II and from level II to level I; specifically stipulates the determination of the time holding the equivalent professional title to facilitate localities in calculating the time holding the adjacent lower rank when teachers register to participate in promotion of professional title.

Guidance on pricing education and training services

From December 16, the Circular guiding the process of developing, appraising, and promulgating economic-technical norms and pricing methods for education and training services will officially take effect.

In this circular, the Ministry of Education and Training stipulates that the price of education and training services is all reasonable actual expenses incurred to complete the education and training for learners to meet the criteria and standards issued by competent authorities, including salary costs, material costs, management costs, depreciation/amortization costs of fixed assets, other costs and accumulation (if any) or profit (if any).

Prices of education and training services are differentiated by level, qualification, field, industry, industry group, training program and form of education and training; and are adjusted annually when the factors forming the prices of education and training services change.

Education and training service prices include: salary costs, material costs, management costs, depreciation/amortization of fixed assets, other costs and accumulation or profit (if any).

In which, salary expenses include: amounts payable to teachers, lecturers, managers and employees directly involved in providing education and training services, including salaries, wages and salary-related allowances, social insurance, health insurance, unemployment insurance, union fees and other expenses payable in accordance with current laws.

Material costs are costs for teaching, learning, practice, experimentation and scientific research activities; service provision activities include: costs for stationery, tools, equipment, electricity and water... and other costs determined based on material consumption levels and material unit prices.

Management costs are costs for serving departments and offices of the management department in an educational institution, including enrollment costs; expenses for purchasing and using technical documents, patents, etc.

Depreciation or wear and tear of fixed assets is the cost of depreciation or wear and tear of buildings, machinery, equipment and other fixed assets used in the provision of educational and training services, calculated according to the regulations of the Ministry of Finance and the roadmap for structuring depreciation or wear and tear of fixed assets into the price of educational and training services as prescribed by competent authorities.

Other costs include other taxes as prescribed, land rent and other fees and charges.
