The representative of the Ministry of Home Affairs said that the Ministry of Home Affairs is coordinating with ministries and branches to advise on the completion of policies and laws and issue guiding documents to create a legal basis for the arrangement of administrative units at all levels and the construction of a two-level local government organization model. Specifically: Reviewing, amending and supplementing the Constitution; the Law on Organization of Local Government (amended) in 2025; the Law on Cadres and Civil Servants (amended); the Law on Promulgation of Legal Documents (amended) and the Laws and Resolutions of the National Assembly related to two-level local governments.

Complete the Government's Decrees, Resolutions and guiding documents of competent central ministries and branches on issues related to the arrangement of administrative units at all levels and the organization of two-level local governments.

In the coming time, a national conference will be held to implement the arrangement of administrative units at all levels and build a two-level local government model.

In addition, the Ministry of Home Affairs will also coordinate with ministries and branches to guide the continued implementation of the National Target Program on Poverty Reduction in administrative units after the rearrangement, and the construction of new rural areas in administrative units according to the National Target Program on New Rural Areas. At the same time, implement policies and regimes for commune-level administrative units established after the rearrangement in ethnic minority and mountainous areas...
