The Government Office has just sent a document to the Ministry of Planning and Investment and the Ho Chi Minh City People's Committee to notify Deputy Prime Minister Tran Hong Ha's direction regarding the adjustment of the feasibility study report for the project of section 3 of the 2nd Ring Road. This section is 2.7km long, connecting Pham Van Dong Street to the Go Dua - National Highway 1 intersection (Thu Duc City, Ho Chi Minh City).
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Planning and Investment to preside over and coordinate with relevant agencies to advise the Prime Minister on handling the proposal of the City People's Committee in accordance with the provisions of law. In particular, clarify the legal basis, the form of the Prime Minister's document and clearly propose for the Prime Minister to approve or not to approve the adjustment of the project's feasibility study report.
According to the report of the Ho Chi Minh City People's Committee, the project of section 3 of Ring Road 2 was implemented under the BT (build-transfer) form and was signed in 2016. In the conclusion notice in 2019, the State Audit recommended that Ho Chi Minh City review and update the indicators, financial data and inappropriate contents of the project contract to adjust the value, total investment capital and other contents.
The city is directing departments, branches and units to urgently research and advise on relevant contents to implement the recommendations of the State Audit. However, during the implementation process, the city encountered a number of difficulties and problems.
Specifically, based on the Prime Minister's approval of the payment method for the project and according to the signed BT contract, the City will use 6 land plots to pay the investor.
However, in the project approval step, the content related to other project implementation conditions and the land plots expected to be paid to investors were not shown in the approved feasibility study report.
To ensure payment to investors, the City finds it necessary to adjust and add the land areas expected to be paid to the approved feasibility study report to comply with regulations.
However, the contents mentioned in the audit conclusion and the additional appraisal and approval of contents related to the project's financial plan do not fall under the cases considered for adjustment under the authority of the City People's Committee.
According to the guidance of the Ministry of Planning and Investment, the project must be reported to the Prime Minister for consideration, allowing Ho Chi Minh City to carry out procedures for preparation, appraisal, and approval of adjustments (including the project's financial plan) according to regulations.
2.7km of Ring Road 2 has been stalled for a long time, causing huge waste.
According to Van Phu Bac Ai Joint Stock Company (the enterprise implementing the project of section 3 of Ho Chi Minh City's Ring Road 2), the project started in 2017, but in mid-2020, construction was temporarily suspended when the completed volume reached 43.7%.
The reason for the suspension is to wait for the authorities to review, adjust and sign the contract appendix and carry out land fund payment procedures.
According to the company, the project has been stalled for a long time, causing huge waste, especially now that the interest expense is 15 billion VND/month. The land plots identified for payment according to the contract are also left vacant, causing waste of land resources.
To resume construction, the project needs to be cleared of obstacles by the competent authorities. It is expected that the enterprise will have only one year left to complete this project.
