Ministry of Education and Training: Tighten early admission to facilitate candidates

Not all candidates are eligible for early admission.

According to Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), the draft revised circular aims to overcome shortcomings in the current enrollment process, increasing fairness for candidates when participating in the admission process.

The adjustments to the regulations aim to increase the fairness of admissions, increasing students' peace of mind and confidence when applying for university admissions because the competition is as fair as possible.

One of the new points that makes many universities hesitate is the limitation of early admission quotas of schools not exceeding 20%.

According to Ms. Thuy, this change is based on the practical situation of enrollment work in recent years, so that early enrollment only focuses on candidates with outstanding abilities and academic achievements, limiting the impact on students' studies in the final semester of grade 12 and high school graduation exam preparation.

The most important thing is to create fairness among candidates when applying, not all students are able to participate in early admission before completing grade 12.

Ms. Thuy believes that reducing the scale of early admission not only does not cause difficulties, but also creates more favorable conditions for the admission work of schools and candidates.

Whether there is early admission or only general admission, the total number of candidates registering for admission will not change, so why do schools have to work so hard to compete for early admission?

Why do students who have not completed grade 12 have to struggle to apply to many places and then feel uneasy about studying, while the Ministry of Education and Training has a common enrollment support system with a complete database and an online process that is completely convenient for both candidates and schools?

It is time for us to look back at the early admission trend (which has only become popular in the last 5-6 years) in a very objective manner, to find fundamental solutions and completely resolve the problems arising from it.

Regarding the regulation that admission based on transcripts must use the candidates' entire 12th grade academic results, Ms. Thuy said that this is a supplementary measure to create a positive impact on teaching and learning in 12th grade while increasing the fairness and effectiveness of admissions.

As the high school graduation exam is reformed, and its ability to assess ability and classification is improved, the results of this exam will certainly be used more widely.

The draft has many new points such as: adjusting the regulations on the threshold to ensure input quality for the groups of pedagogical and health majors; early admission quotas are determined by training institutions but do not exceed 20% of the quota for each major and group of training majors; the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common scale; admission based on academic records must use the results of the entire 12th grade year of the candidate...

Avoid pushing benchmarks up abnormally high

Sharing about the Ministry of Education and Training's requirement that the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each program, major, and group of majors, Ms. Thuy said that in recent years, most training institutions have allocated separate quotas for each admission method, even for each admission subject combination, from which they apply the admission criteria to calculate the candidates' scores and determine the passing scores from high to low until the quota of each admission method and subject combination is exhausted.

This allows schools to use early admission to proactively complete their enrollment plans.

However, this leads to problems such as unreasonable differences in admission scores between admission methods and subject combinations, while pushing the benchmark score for the admission method based on high school graduation exam scores up very high because the quota for this method is not much left, especially in "hot" majors and schools.

This causes unfair opportunities for candidates who do not have access to many admission methods.

Therefore, this draft amendment to the regulations basically stipulates the unified application of equivalent conversion of the admission methods and subject groups to a common, unified scale for each training program, major, and group of majors, on that basis, determining the admission score from high to low for all the quotas of the training program, major, and group of majors, except for the case of direct admission and early admission of candidates with outstanding abilities and achievements.

The draft also stipulates that the conversion method must ensure the opportunity for all candidates to achieve the maximum score of the general scale and at the same time no candidate has a score exceeding this maximum score.

Training institutions will have to research and re-regulate the addition of points for foreign language certificates and other priority points, thereby limiting abuse that causes inequality between candidates with different investment conditions for studying.

At that time, all candidates applying to a training program will be considered fairly based on a common score scale and a common admission standard. The chance of admission for truly capable candidates will increase and the quality of input from schools will also increase.

With this change, schools still have the opportunity to consider early admission to proactively compete to recruit the best candidates, while students with the best abilities still have the opportunity to be admitted early to proactively decide on the most suitable learning path.

"This regulation will impact and contribute to overcoming the shortcomings arising from early admission or the fact that schools will not have to spend too much time and resources on this admission, many 12th grade students neglect their studies when they know the early admission results," said Ms. Thuy.
