On November 4, after the discussion of National Assembly delegates, Minister of Education and Training Nguyen Kim Son explained and clarified a number of issues raised by National Assembly delegates.

The delegates gave many profound and practical opinions and discussions with sharp explanations related to issues such as: student health; streaming; scientific research in universities, textbooks, autistic children; local educational materials; English development; educational planning, etc.
Regarding the content of training high-quality human resources for emerging industries and key technical and technological industries mentioned by delegates, Minister Nguyen Kim Son said: in the context of an economy with a large proportion of FDI enterprises, the characteristic of FDI enterprises is that they often bring new fields to Vietnam and whether we have fully prepared human resources or not is always a difficult question to answer.
“It is necessary to fully analyze the difficulties in training human resources to meet the needs of FDI enterprises. Future planning and initiative need to be increased to be able to meet the needs,” said Minister Nguyen Kim Son.
Regarding the issue of removing difficulties for Vocational Education - Continuing Education Centers after the merger mentioned by delegate Nguyen Thi Yen Nhi (National Assembly Delegation of Ben Tre province), Minister of Education and Training Nguyen Kim Son admitted that this is a real problem and difficulty.
The Minister said that currently, the whole country has 92 centers under the management of the Department of Education and Training; there are 526 centers managed by the Department of Labor, Invalids and Social Affairs or the People's Committees of districts, towns and cities.
Regarding the issue of management and operation subjects, there are currently many diverse ones. In the current regulations, there is Circular 39 regulating the organization and operation regulations of Vocational Education Centers - Continuing Education; the Law on Education stipulates the functions and tasks of management. Accordingly, the Ministry of Education and Training has issued Circular No. 01 as a legal basis for managing the system of these centers, but there are still some problems.
Minister Nguyen Kim Son said that in the coming time, the Ministry of Education and Training will coordinate with the Ministry of Labor, Invalids and Social Affairs to handle issues related to Circular 39.
In addition, it is proposed to the Government to amend Decree 127/2018/ND-CP of the Government in 2018 regulating the responsibility of State management of education, in which considering which focal point is appropriate for continuing education and vocational education centers to belong to.
Regarding the allocation and career guidance for students according to Decision No. 522/QD-TTg of the Prime Minister in 2018 approving the Project "Career education and orientation for student streaming in general education for the period 2018 - 2025", Minister Nguyen Kim Son said: Currently, students are facing great pressure when taking the 10th grade entrance exam. Therefore, it is time for us to fully evaluate after a period of implementing this Decision to see how appropriate it is. Because this is the basis that many localities rely on.
Regarding the issue of printing and distributing textbooks, the Minister of Education and Training said that in recent times, the education sector has rectified and handled cases related to group interests in printing and distributing books; at the same time, he emphasized that the Ministry of Education and Training is ready to continue to coordinate with relevant agencies to thoroughly handle this issue.
Previously, speaking at the discussion in the hall, delegate Lo Thi Luyen (National Assembly Delegation of Dien Bien province) said that the 2018 general education program has been implemented for nearly 4 years. However, the printing and distribution of textbooks still has many limitations. Many localities have not yet printed and distributed local educational materials, students are sent PDF files on their devices or print from PDF files to study.
The delegates said that the cause of the above problem was due to difficulties in determining copyright, price appraisal and bidding for printing and distribution. This content was pointed out by the Supervisory Delegation of the National Assembly Standing Committee in 2019 and has not been resolved to date.
To remove difficulties and obstacles in printing and distributing educational materials, localities need a simple process for localities to implement. Delegates said that if the regulations of the system of Laws, Decrees, and Circulars are applied, difficulties and obstacles related to this content will not be removed for many years to come.
