The province's coastal border area has 15 communes, wards and towns in 5 coastal districts and cities, with a population of 52,650 households/205,765 people. There are 2,275 boats with about 18,000 workers exploiting seafood in the province. Implementing the policies of all levels and sectors in an effort to remove the EC's "yellow card" for the Vietnamese seafood industry, the Provincial Border Guard Command has directed border posts to coordinate and effectively organize the management, control and calling of boats; promote propaganda for fishermen on regulations on preventing and combating IUU fishing and the Fisheries Law. Propaganda contents, especially those related to preventing and combating IUU fishing, are conveyed in the most specific and familiar way, helping people to easily understand, remember and implement. In the period of 2019-2024, the Provincial Border Guard coordinated with relevant agencies to organize propaganda for 280,854 people to participate in implementing legal documents related to preventing and combating IUU fishing; mobilized 38,923 vehicle owners and captains to sign a commitment not to violate foreign waters; developed 315 news, articles, and reportage programs related to preventing and combating IUU fishing published in central and local newspapers and radio stations. Assigned 31 Border Guard officers to be in charge of 176 fishing vessels at high risk of violating IUU fishing in the province. Coordinated to build and maintain the activities of 170 solidarity groups/1,018 vessels operating at sea to ensure regular maintenance of fishing vessels and fishermen going offshore and sticking to the sea in distant waters, especially in the Truong Sa archipelago; Encourage and replicate offshore fishing models in groups and production teams associated with protecting the sovereignty of the sea and islands of the Fatherland.
Fisherman Tran Van Trong in My Tan 1 village, Thanh Hai commune (Ninh Hai), confided: The Border Guard has disseminated and propagated the Law on Fisheries and the fight against IUU fishing, so I understand that illegal fishing in foreign waters, not installing a journey monitoring device, and disconnecting the connection are violations of the law. Therefore, every time I go out to sea, I fully check the journey monitoring device, complete export procedures, and always keep a full journey log during the fishing process.
The Provincial Border Guard Command also directed border posts to coordinate with sectors and localities to regularly and effectively carry out the work of reviewing, counting, classifying, and firmly grasping the number of fishing boats, operating industries, and fishing grounds. Pay more attention to the number of fishing boats regularly operating in offshore areas, the number of fishing boats moving to fishing grounds for a long time without returning to the locality for more effective monitoring and management. The work of inspecting and controlling fishing boats leaving and arriving at ports is also seriously implemented. Major Quang Minh Thong, Political Commissar of Phuoc Diem Border Post (Thuan Nam), said: The unit is responsible for managing and protecting the sea border area with a length of 14km belonging to two communes of Phuoc Diem and Ca Na. In the area, there are 799 fishing boats/215,392CV/6,206 workers, of which 349 boats operate offshore fishing. The unit regularly propagates the Party's guidelines and policies, the State's laws on Vietnam's seas and islands, the Vietnam Border Law and maritime security and safety, raising awareness, consciousness and responsibility of the people and fishermen in exploiting seafood in accordance with the law; overcoming, preventing and ending violations of exploitation. At the same time, direct the Ca Na Border Control Station to strictly organize inspection, control and registration of fishing vessels entering and leaving the port. Focus on checking the actual number of people on board compared to the list of crew members registered in the contact book; documents related to people and vehicles. Vessels that do not have sufficient procedures will be resolutely not allowed to leave port. We require ship owners and captains to sign a commitment not to violate foreign waters to fish.
Colonel Ngo Van Lang, Political Commissar of the Provincial Border Guard, said: To improve the quality and effectiveness of the work against IUU fishing, contribute to the whole country to remove the EC's "yellow card" warning, help fishermen feel secure to stay at sea to produce, protect the sovereignty of the sea and islands of the homeland. In the coming time, the Provincial Party Committee and Border Guard Command will continue to strengthen coordination with relevant departments, branches, forces and local Party committees and authorities to propagate and raise awareness among fishermen about complying with regulations on fishing, not violating foreign waters. Attach the responsibility of Party members of border guards to the task of helping families in the coastal border area and propagating to raise awareness among fishermen about combating IUU fishing.
