Minister of Industry and Trade Nguyen Hong Dien has just signed and issued Decision No. 541/QD-BCT dated February 28, 2025 on the assignment of tasks in the Ministry's Leadership. In addition, the Decision regulating the functions, tasks, powers and organizational structure of the units under the Ministry (according to Decree No. 40/2025/ND-CP regulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade) was also signed and issued on the same day.
The Decision clearly states: The general principle of assigning tasks between the Minister and Deputy Ministers in Decision No. 541/QD-BCT includes: The Minister is a member of the Government, responsible to the Government, to the Prime Minister and to the National Assembly for the management of the industry and trade sector.
The Deputy Minister assists the Minister in directing and regularly handling the work areas of the Ministry as assigned by the Minister. The Deputy Minister is authorized to use the Minister's authority to handle assigned work and is responsible before the law and the Minister for his/her decisions.
The Minister assigns or authorizes a Deputy Minister to direct and handle the work of the Ministry on behalf of the Minister when the Minister is absent from the headquarters.
The responsibilities and powers of the Deputy Minister within the scope of assigned tasks include directing the unit to develop strategies, planning, development plans, policy mechanisms and draft laws and ordinances related to the assigned fields for the Ministry to approve or submit to the Government or Prime Minister for approval.
Inspect and urge units in organizing the implementation of decisions of the Government, the Prime Minister and the Ministry; policies, laws; detect and propose issues that need to be revised and supplemented.
The Deputy Minister directly supervising a sector or unit is responsible for directing and regularly handling work related to the scope and responsibility of the Ministry in that sector or unit. For major, important, sensitive issues and work directly directed by the Minister, the Deputy Minister reports and asks for the opinion of the Minister or the Ministry's leadership when handling it. In addition, the Deputy Minister in charge of a specialized field will be responsible for monitoring, synthesizing, guiding, and directing the entire sector in that field.
In performing duties, if there are issues related to tasks assigned by other Deputy Ministers, the Deputy Ministers shall proactively coordinate to resolve them; in case of disagreement, the report shall be submitted to the Minister for consideration and decision.
In addition to the specific tasks assigned, the Deputy Ministers are responsible for participating in the general management of the Ministry's activities so that they can undertake tasks other than those assigned when the Minister assigns them. In particular, the division of tasks between the Minister and the Deputy Ministers may change depending on the work situation and tasks of the Ministry.
The Minister and Deputy Ministers work according to the Ministry's Working Regulations.
Regarding specific assignment of tasks, Minister Nguyen Hong Dien leads and comprehensively manages all aspects of the Ministry. Directs strategies, planning and major balances in industry development; organizes staff, inspection, legislation, international economic integration; emulation, rewards and discipline. In addition, he is in charge of the energy sector; planning and using land resources in the sector; directly instructs Deputy Ministers on participating in Steering Committees.
The Minister directly directs units such as the Department of Organization and Personnel, the Department of Legal Affairs, the Ministry Inspectorate; directs the implementation of state management in the fields of oil and gas, electricity. Chairman of the Salary Council; recruitment of civil servants of the Ministry of Industry and Trade; National Brand; review and approval of the Ministry of Industry and Trade's staff reduction project; emulation and rewards.
Head of the Steering Committees: 35 Ministry of Industry and Trade; monitoring developments in political tensions between countries, trade conflicts and trade protectionism trends in the world; responding to climate change and green growth of the Ministry of Industry and Trade; national trade promotion program; administrative reform of the Ministry of Industry and Trade.
Head of the Anti-Corruption and Thrift Practice and Anti-Waste Department; Head of the Department of Enterprise Innovation and Development of the Ministry of Industry and Trade; Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Ministry of Industry and Trade. Chairman of other councils and heads of steering committees in related fields. Perform other tasks assigned by the Government and the Prime Minister.
Deputy Minister Nguyen Sinh Nhat Tan directs competition management, consumer rights protection; trade defense; trade promotion; export, import, handling issues related to trade balance and trade services; e-commerce and digital economy, information technology; training and human resource development; market management and domestic market development; innovation, green transformation and industrial promotion.
On the other hand, assisting the Minister in directing international economic integration; inspection, legal affairs. In charge of press information and spokesperson of the Ministry of Industry and Trade. Directing in the field of women's advancement; union work. Head of the Government Negotiation Delegation on international economics and trade. In charge of relations between Vietnam and partners within the framework of ASEAN, APEC, ASEM, WTO as well as other regional and international economic organizations and forums. In charge of the WTO Department at the Permanent Mission of Vietnam to the United Nations, the World Trade Organization and other international organizations in Geneva.
On the other hand, directly direct the specialized agency of the Party Committee of the Ministry, the Department of Multilateral Trade Policy, the National Competition Commission, the Department of Innovation, Green Transformation and Industrial Promotion, the Department of Trade Defense, the Department of E-commerce and Digital Economy, the Import-Export Department, the Department of Trade Promotion, the Department of Management and Development of Domestic Markets, the Center for Industry and Trade Information, the Industry and Trade Newspaper, the Industry and Trade Magazine, the Industry and Trade Publishing House, the Office of the Inter-sectoral Steering Committee for International Economic Integration, the Institutes and Schools under the Ministry. Head of the Steering Committee for Crime Prevention; Chairman of the Science Council of the Ministry of Industry and Trade; undertake a number of other tasks assigned by the Minister.
Deputy Minister Phan Thi Thang is in charge of directing the fields of planning, investment, finance, business management, office, administrative reform; general direction related to Vietnamese trade offices abroad; health protection - medicine, population and family planning. In charge of bilateral relations and foreign market development; directing the implementation of economic, trade and industrial cooperation agreements with other countries.
In addition, directly direct the Department of Foreign Market Development, the Ministry's Office, the Department of Planning, Finance and Enterprise Management, the Center for Health - Labor Environment, Industry and Trade, and Vietnamese Trade Offices abroad. On behalf of the Ministry, direct the industry and trade sectors of the following provinces and cities: Ho Chi Minh City, Binh Duong, Tay Ninh, Binh Phuoc, Ba Ria - Vung Tau, Dong Nai, Binh Thuan, Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh, Dong Thap, Can Tho, Hau Giang, An Giang, Kien Giang, Soc Trang, Bac Lieu, Ca Mau.
At the same time, Deputy Minister Phan Thi Thang directed the implementation of state management with enterprises under the Ministry including: Hanoi Beer - Alcohol - Beverage Corporation, Vietnam Paper Corporation, Textile Research Institute Joint Stock Company, Vietnam Engine and Agricultural Machinery Corporation - JSC, Industrial Machinery and Equipment Corporation - JSC, Vietnam Industrial Construction Joint Stock Corporation, Industrial Machinery and Tools Institute Joint Stock Company, BMC Trading Materials and Construction Company Limited, Construction and General Import-Export Joint Stock Company. Deputy Minister Nguyen Hoang Long is in charge of directing the energy sector including: electricity and energy types, electricity regulation, energy saving, international cooperation on energy; oil and gas and coal. Assisting the Minister in directing energy transition. Directly directing the Oil and Gas and Coal Department, Electricity Department, Office of the State Steering Committee for important national programs, works, and projects, key energy sector projects.
On behalf of the Ministry, direct the implementation of state management of the coal industry. Participate with the Minister in directing the implementation of state management of the oil and gas and electricity sectors. At the same time, on behalf of the Ministry, direct the Industry and Trade sector of the provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Dak Lak, Dak Nong, Gia Lai, Kon Tum, Lam Dong. Deputy Minister Truong Thanh Hoai directs the industrial sectors including: mechanical industry, manufacturing industry, supporting industry, metallurgy and minerals, consumer industry, food industry, other processing industries, textiles, beer - alcohol - soft drinks, tobacco, paper; national defense and defense-serving industry; industrial environment; flood and storm prevention and control; fire and explosion prevention and safety; chemical industry. Directly directs the Department of Chemicals, the Department of Industry, the Department of Industrial Safety Techniques and Environment.
On behalf of the Ministry, direct the industry and trade sectors of the following provinces and cities: Hanoi, Hai Phong, Bac Ninh, Hai Duong, Vinh Phuc, Hung Yen, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Lao Cai, Yen Bai, Thai Nguyen, Lang Son, Bac Giang, Phu Tho, Quang Ninh, Hoa Binh, Son La, Dien Bien, Lai Chau.
On behalf of the Ministry, direct the implementation of state management in the chemical sector. Head of the Fire Prevention and Control and Safety Department of the Ministry of Industry and Trade; Head of the Steering Committee of the Ministry of Industry and Trade on AIDS prevention and control, drug and prostitution prevention and control; undertake a number of other tasks assigned by the Minister.
The Decision takes effect from March 1, 2025 and replaces previous decisions on the assignment of tasks in the Ministry's Leadership.
