Abolish district police, most personnel go to communes, some go to provinces

On the afternoon of February 14, the National Assembly discussed in groups the supplementary project on socio-economic development in 2025 with a growth target of 8% or more; the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; and the draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

Prime Minister Pham Minh Chinh clearly stated two strategic goals: Celebrating the 100th anniversary of the Party's founding (2030) to become a developing country with modern industry and high average income and 100 years of the country's founding (2045) to become a developed country with high income. According to the Prime Minister, "no matter how difficult it is, it must be done, not doing it is impossible".

In 2024, the 10th Central Conference determined the growth target for 2025 to reach 6.5-7%. When Typhoon Yagi caused impacts, there were opinions suggesting reducing the growth targets. "I replied that we strive for the goal of a rich people, a strong country, for the happiness and prosperity of the people. We should not set a moderate target and strive for it easily. The more difficult and pressured it is, the more effort we have to make," the Prime Minister shared.

Therefore, the Government reported to the Politburo and the Central Committee that "it is possible to strive for a higher growth target in 2025, specifically up to 8% or more". The Prime Minister acknowledged that this growth figure is a huge challenge, but if we do not strive, "the speed will remain average" and it will be difficult to achieve the two 100-year strategic goals.

The Prime Minister emphasized that "industries must grow, localities must grow, businesses must grow, then the whole country will grow".

Talking about promoting infrastructure, including transport infrastructure, the Prime Minister said that last year, the National Assembly approved the investment policy to build a high-speed North-South railway. At this session, the Government will continue to present the Lao Cai - Hanoi - Hai Phong railway project. This is a strategic railway connecting with China and Europe.

"Railway is a combination of air and sea. Seaway is the cheapest but takes the longest, while airway is fast but expensive. Countries are currently developing railways very strongly. Previously, we did not have the conditions, now we have the conditions, so we can do it and we have to do it very quickly," the Prime Minister analyzed.

When implementing this project, it is necessary to transfer technology, train human resources and appropriate capital; on the basis of unifying policies and major principles, assign the Government to carry out procedures according to regulations, associated with proposing a series of policy mechanisms.

"If we just sit and bid for consulting, design, and supervision, it will take time. Meanwhile, we all know who is doing well in this world. The requirement is to have a special mechanism to do it quickly. When the progress is fast, costs will be reduced and capital will not be increased. In addition, it must be associated with increased supervision and inspection," the Prime Minister affirmed.

Regarding the specific mechanisms and policies for urban railways in Hanoi and Ho Chi Minh City, the Prime Minister shared that the two localities and the Government are determined to do so, and hope that the National Assembly will pay attention and support.

Regarding human resources, the Prime Minister emphasized the need to develop high-quality human resources and promote new growth drivers such as science, technology, and innovation.

The Prime Minister emphasized the spirit of "organization and implementation must be fast, timely, clear thinking, high determination, great effort, drastic action, and finishing each task. When assigning tasks, it must be very clear, with clear people, clear work, clear progress, clear products, and clear responsibilities. At the same time, strengthen supervision and inspection. Urge and promote the removal of obstacles."

The Prime Minister cited the fact that the implementation of the 500kV line 3 was only completed in 6 months compared to the previous 3-4 years; the Long Thanh airport project, which was also stuck before, has been very active in the past 2 years... From here, the Prime Minister said that the management and implementation "must be scientific and very courageous"; not only the Central Government but also ministries, branches and localities need to unite and agree, "once agreed, there is only discussion, no retreat".

In the organization of the apparatus, the Prime Minister emphasized that it is not only necessary to reform mechanically but also to improve operational efficiency, reduce administrative procedures and eliminate the request-grant mechanism, "cutting one level means reducing one administrative procedure".

From the organizational structure, we must arrange appropriate personnel and focus on the grassroots level. "Why abolish the district-level police? A district has about 100 police officers. When we abolish and reorganize, some will be transferred to the province, the majority will be sent down to the grassroots level, the level closest to the people, because everything happens at the grassroots level. We work for the people, for the happiness and prosperity of the people. The people are mainly at the grassroots level, in communes and wards...", the Prime Minister stated clearly.

The reform of the apparatus aims to serve development, make the people happy, prosperous, and the country strong, prosperous, and civilized. The Prime Minister said that from now until the end of the year, there is still much work to be done, so it requires the consensus of the entire political system and the participation of the people and businesses.

The Prime Minister also emphasized the principle of avoiding dispersion in investment. Previously, each term could have about 10,000 public investment projects, but in the last term it was reduced to 5,000 projects and in the next term it will only allocate less than 3,000 projects, "so that there is money to do big projects".
