According to the working program of the 9th Extraordinary Session of the 15th National Assembly, on February 15, the National Assembly discussed in the hall the draft Law on Organization of Local Government (amended). Next, the National Assembly listened to the presentation of the submission, the verification report and discussed in groups the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in scientific, technological and innovation activities.

Participating in the discussion, delegate Doan Thi Hao (National Assembly Delegation of Thai Nguyen province) highly appreciated the efforts of the Government, the drafting agency, and the verification agency in promptly preparing the draft Resolution to be submitted at the Session; agreed with the necessity of building a Resolution with 4 major policy groups.
Delegates assessed that these are outstanding mechanisms and policies that take immediate effect, unlock all resources, contribute promptly to the country's economic growth, and also promptly concretize and implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, on breakthroughs in science and technology development, innovation and national digital transformation.
The delegate also said that this Resolution has many outstanding and basic mechanisms and policies that have not been regulated by law or are different from the provisions of current laws and resolutions and are of a special nature.
Therefore, the delegate suggested that the drafting agency consider adding the phrase "specific" to the name of the Resolution to clearly show the content of the Resolution: "Resolution of the National Assembly on piloting a number of specific mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities".
Regarding the regulation on risk acceptance in scientific research and technology development stipulated in Article 6 of the draft Resolution, delegates requested the drafting agency to clarify this policy to ensure it is easy to understand and implement.
According to delegate Nguyen Lam Thanh (National Assembly Delegation of Thai Nguyen province), although prepared in a short time, the draft Resolution has ensured compliance with the orientation in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.
Delegates also assessed that the draft Resolution mentioned many contents that are bottlenecks in science and technology activities.
Regarding risk acceptance in scientific research and technology development, delegates suggested a thorough review to ensure that exemptions are only provided for new, creative, and strategic content to create clarity and focus on priorities.
The delegates also requested the drafting committee to clarify the content of “strategic technology” stipulated in Article 12 of the draft Resolution; research to supplement some contents such as: policies for investment and development of artificial intelligence; mechanisms to mobilize resources from society and private enterprises to promote science, technology, innovation and national digital transformation, etc.
