National Assembly deputies of Quang Ninh province give opinions on some important laws and resolutions

Continuing the 9th extraordinary session, on February 15, the National Assembly discussed in the hall to give opinions on the draft Law on Organization of Local Government (amended); the supplementary project on socio-economic development in 2025 with the growth target of 8% or more.

During the morning discussion session on the draft Law on Organization of Local Government (amended), through discussion, the majority of delegates agreed with the scope of amendments and contributed to perfecting regulations related to the division of authority, decentralization, delegation of authority between local governments at all levels; tasks, powers, organization and operation of local governments.

Speaking at the discussion, delegate Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, said that in Article 37 on the Working Regime of the People's Committee, it is necessary to clarify which work is done under the collective working regime and which work is done under the Head's working regime so that the management of the People's Committee and the Chairman of the People's Committee is clearer and more specific.

Delegates proposed to study and supplement regulations on increasing decentralization for local authorities with the authority to issue legal documents to pilot a number of policies that are not yet regulated by law to promote socio-economic development in the locality. Especially in the development of science, technology and innovation, on the basis of thoroughly grasping the Party's guiding viewpoints and based on the actual conditions, capabilities, resources and development requirements of the locality. At the same time, the process of formulating policies, issuing legal documents and implementing this pilot document needs to be promptly reported to competent authorities to ensure close leadership of the Party.

In addition, in cases where decentralization leads to the need to change the order, procedures, and authority to perform the decentralized tasks and powers currently prescribed in legal documents, the decentralized agencies, organizations, and individuals shall request the Provincial People's Committee to consider and issue documents adjusting the order, procedures, and authority of relevant agencies to perform the decentralized tasks and powers, ensuring the requirements for administrative procedure reform, not stipulating additional components of the dossier, not increasing the requirements, conditions, and time for handling the currently applied procedures. The delegate said that because the application is not clear, it leads to each locality following a different order and procedure for the same issue.

Regarding the regulations on the tasks and powers of the Provincial People's Council, it is necessary to add point 1, Article 16, which stipulates that the People's Council decides on the total number and level of allowances for non-professional workers and those directly participating in activities at the commune, village and residential group levels. In addition, it is necessary to add regulations on the authority to decide on disciplinary action against cadres in Articles 18 and 23 of the draft law. In particular, in Article 18, it is necessary to add to point l, clause 1, the content stipulating that the Chairman of the Provincial People's Committee has the right to issue a decision on disciplinary action against the Chairman and Vice Chairman of the People's Committee at lower levels. In Article 23, add to clause 8, the authority of the Standing Committee of the People's Council has the right to decide on disciplinary action against the Chairman and Vice Chairman of the People's Council at lower levels.

In the afternoon discussion session at the hall on the supplementary project on socio-economic development in 2025 with a growth target of 8% or more, speaking at the discussion, delegate Do Thi Lan, Vice Chairwoman of the National Assembly's Social Committee, National Assembly delegate of Quang Ninh province, said that the National Assembly's issuance of a Resolution supplementing the socio-economic development plan in 2025 with a growth target of 8% or more is necessary, in order to realize the economic growth target for the 2021-2025 period set out in the resolution of the 13th National Party Congress, implementing the 10-year economic development strategy for 2021-2030.

The delegate proposed that in Article 2 of the draft Resolution of the National Assembly on the task of socio-economic development, the main task is stipulated as "In institutional reform, review to expand the scope of subjects and areas to apply a number of specific and special mechanisms and policies that have been permitted by the National Assembly to be applied in 10 localities and have been effectively promoted. Develop specific policies, develop economic zones with great potential such as Van Don, Van Phong, border economic zones and regions according to the provisions of the Resolutions of the Politburo" still unclear about the implementation stage so that these policies can be implemented in 2025 and bring about economic growth. Thereby, the delegate proposed to add a provision in the resolution to assign the Government to review, evaluate and report to the Standing Committee of the National Assembly on specific pilot policies and the subjects and areas to which these policies are applied,

Regarding the content of building specific policies for the development of economic zones such as Van Don, Bac Van Phong, border economic zones, and regions, there are regulations in the Politburo's resolution. Delegates suggested that there be regulations on a shortened process to suit these mechanisms and policies to be implemented so that they can come into life soon as proposed in the 8% growth project.

Also during the working day, the National Assembly discussed in groups the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities. Discussing at the meeting, the majority of delegates basically agreed on the necessity of issuing a Resolution to urgently institutionalize a number of urgent tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation to liberate and unlock all resources for development; implementing the direction of General Secretary To Lam on developing science, technology, innovation and national digital transformation;... After being approved by the National Assembly, the implementation of the Resolution will contribute to accelerating the implementation of tasks to achieve the GDP growth target of 8% or more in 2025 and double-digit growth in the period 2026-2030.
