National Highway 13 is a vital route connecting Binh Duong, Binh Phuoc and Ho Chi Minh City. With a large volume of traffic, this route often experiences congestion. The project to upgrade and expand National Highway 13 through Binh Duong province aims to resolve this situation. However, the project has stalled due to delays in relocating the power grid.
There must be synchronous coordination.
The project to upgrade and expand National Highway 13 was organized by the People's Committee of Binh Duong province to start construction in April 2022, with a total length of 12.7km, mainly passing through Thuan An city and a short section of Thu Dau Mot city. The project's goal is to solve traffic congestion, flooding and facilitate trade of goods. The project affects 488 households and 53 organizations. To date, 347 households and 28 organizations have received compensation and handed over the site, reaching a rate of 70%.
After 2 years of construction, many sections of National Highway 13 have been paved, but in a "leopard-skin" style, with construction units moving as the ground is cleared. On the other hand, the delay in relocating hundreds of electric poles is also one of the biggest challenges for the construction unit, causing the machinery at the construction site to "freeze". While waiting, the construction unit has installed electric poles in locations where the ground is already cleared. To date, 156 single and combined electric poles have been erected along the route, reaching about 50%.
Mr. Nguyen Thanh Tam, Chairman of the People's Committee of Thuan An City, said that the most difficult thing now is to move the power grid from the outside to the new poles to return the site to the construction unit. "Relocating the power grid is very difficult and affects the project's progress. Relocating the power grid requires synchronous coordination between the locality, the Department of Industry and Trade and the provincial electricity. Currently, there are still some households that have not handed over the site due to questions and complaints that the city is also handling according to regulations," said Mr. Tam.
Must be completed promptly
Regarding the delay in relocating the power grid, the Binh Duong Department of Industry and Trade said that it was due to the lack of the Central Government's opinion on the cost of relocating the power grid. However, in order for the project to be implemented soon, the locality has agreed with the electricity sector to advance money from the local budget. Later, when there is a conclusion from the Central competent authority, the cost of relocating the power grid will be reimbursed by the electricity sector or included in the project cost, then it will be implemented.
In August, the electricity company cut off the power to relocate the grid to the locations where the poles were installed. It is expected that from September 15 to October 15, the power will be cut off for the second time to return the site to the construction unit. However, this process is facing some difficulties due to weather conditions, complex terrain, etc. It is expected that the grid relocation will be completed by the end of this year.
Becamex IDC Corporation - the project's construction unit said that it will be ready to start construction as soon as it receives a clean site. The timely relocation of the power grid will help ensure the overall progress of the project and put the project into use soon.
Mr. Nguyen Van Loi, Secretary of Binh Duong Provincial Party Committee, requested relevant units to focus on solving difficulties and speeding up construction progress. According to Mr. Loi, the National Highway 13 Upgrade Project is not only a traffic project, but also a symbol of the development of Binh Duong province. Units need to make every effort to complete the project on schedule, meet the travel needs of people and promote the local economy.
“It is necessary to speed up the project construction progress. This December, the relocation of the power grid and basic documents must be completed and the units must do it immediately. In 2025, the 50th anniversary of the complete liberation of the South, Highway 13 is a “blood and fire” project. It is recommended that the relevant parties re-determine the milestone for completion,” Mr. Loi requested.
Previously, the project to upgrade and expand National Highway 13 was expected to be completed in 2023. However, the project has been significantly delayed due to problems with the relocation of the power grid. This has made people extremely worried and they hope that the authorities will soon find a solution to speed up the construction progress.
