Phu My Port belongs to Binh Dinh seaport including ports in Phu My district and Hoai Nhon town, serving the economic and industrial zones (energy, metallurgy), developing in accordance with the socio-economic development needs of the locality and region.
Currently, the detailed planning for the development of land and seaport waters has not been approved by competent authorities. Therefore, in order to facilitate investors in researching and investing in the construction and development of seaport infrastructure, meeting local development requirements, Binh Dinh proposes that the Ministry of Construction consider updating and approving the detailed planning for land and seaport waters for Phu My port (including ports in Phu My district and Hoai Nhon town).
Recently, at the Binh Dinh Investment Promotion Conference, the locality handed over the investment memorandum of understanding for the Phu My Port Project with an investment capital of VND2,300 billion. The enterprise was also previously approved to invest in the Phu My Industrial Park (IP) Phase 1 project in the Phu My IP Planning Area (located in My An and My Tho communes, Phu My district) with an investment capital of more than VND4,500 billion.
At the above conference, Dr. Tran Du Lich proposed that Phu My Industrial Park and Port should not only do industry but also participate in the global value chain, that is, it should be built into a Free Trade Zone, thereby creating advantages for the port and participating in the global value chain in this new period.

Speaking at the conference, Deputy Prime Minister Nguyen Chi Dung also supported the above proposal of Dr. Tran Du Lich, saying that our country is currently in the research phase of forming free trade zones in Hai Phong, Da Nang, Ba Ria - Vung Tau. If Binh Dinh province has determined the goal of developing into an economic center, a leading growth pole in the Central region and has advantages of sea and seaports, it is completely possible to build a free trade zone.
At the recent press conference of the first quarter of Binh Dinh province, discussing this information, Mr. Nguyen Thanh Hai - Director of the Department of Finance acknowledged that the free trade zone in the Phu My port area is a good and unique idea. However, according to Mr. Hai, to have a free trade zone, there needs to be further research and more specific proposals. In the coming time, the Department will consult and propose to the Provincial People's Committee, but currently there is no specific proposal.
Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang also said that the free trade zone is a new idea, but it is associated with many conditions, it is not something that can be done just because one wants to do it. Regarding the idea of Dr. Tran Du Lich, Mr. Giang said that he has assigned the Department of Finance and other sectors to research. From there, consider the feasibility, timing, and location in the development plan of Binh Dinh in the coming period.
"In particular, when Binh Dinh develops an industrial park, Phu My port and an international airport, the province will have many conditions to implement this model. Therefore, it is appropriate to start researching now," said Mr. Giang.
