Ha Tinh Social Insurance stops printing paper health insurance cards from June 1, 2025

Ha Tinh Provincial Social Insurance has just announced to employers, health insurance participant management units, social insurance and health insurance collection service organizations and health insurance examination and treatment facilities in the province that from June 1, 2025, Ha Tinh Provincial Social Insurance will stop printing paper health insurance cards.

There are 3 ways to replace paper health insurance when examining and treating patients: using a chip-embedded CCCD card, using the VssID and VneID applications.

Accordingly, participants use the image of the health insurance card on the digital social insurance application (VssID) or the electronic identification application (VneID), the citizen identification card (CCCD) with chip to go to health insurance examination and treatment instead of the paper health insurance card.

Provincial Social Insurance only issues new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no chip-embedded CCCD.

The suspension of printing paper health insurance cards is to implement Official Letter No. 168/BHXH-QLT dated March 26, 2025 of the Vietnam Social Security (VSS) on the use of health insurance card blanks. It clearly states that from June 1, 2025, the Vietnam Social Security will operate under a new model. During the organization and arrangement of units, regions and provincial and municipal social security agencies will continue to use the old health insurance card blanks until May 31.

For cases of requesting re-issuance or replacement of cards, Vietnam Social Security requires staff to directly guide participants to install the VssID and VneID applications. At the same time, social security staff are responsible for guiding participants to use the image of the health insurance card on the VssID and VneID applications; use the citizen identification card with chip to go to medical examination and treatment instead of the paper health insurance card.
