After a day of urgent, focused, serious, democratic and effective work, on November 19, the 19th Session - the thematic session of the 16th City People's Council closed and passed 15 Resolutions.
In his closing speech, Chairman of the City People's Council Nguyen Ngoc Tuan said that, based on the reports and submissions of the City People's Committee and the inspection reports of the City People's Council Committees, the delegates focused on studying, discussing and voting to pass with a high consensus rate 15 Resolutions, including many contents and regulations, which are very important legal bases for timely implementation of the Capital Law and to remove and effectively resolve problems and difficulties arising in the City's development practices.
Immediately after the meeting, the City People's Council requested the City People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to focus on organizing and implementing urgent, drastic and synchronous solutions to ensure that the resolutions of the City People's Council come into life and achieve practical results, noting some contents such as:

Regarding the resolutions issued by the City People's Council at this session on organizational structure, staffing; decentralization, authorization; management mechanism, exploitation, use of public assets and other regulations on construction, management, protection and development of the Capital: This is a new group of policies to deploy and enforce the Law on the Capital.
The City People's Council requested the City People's Committee to step up propaganda work, thoroughly disseminate, create consensus and high awareness in implementing the Resolution. The organization and implementation must ensure the principles of "synchronization, efficiency, objectivity, publicity and transparency", and at the same time direct all levels and sectors to continue reviewing and evaluating the implementation to ensure it is suitable to the conditions of the City.
The City People's Committee needs to continue to focus on directing the assigned agencies and units to urgently research, advise, and propose the City People's Council and People's Committee to fully and promptly issue resolutions and documents to implement and enforce the Capital Law according to the Plan to ensure regulations, progress, and the highest quality.

Regarding the policy to support production recovery for some crops and livestock affected by storm No. 3 and post-storm floods. The City People's Council requested the City People's Committee to direct all levels and sectors to urgently organize support implementation to ensure timeliness, publicity, transparency, correct subjects, and compliance with regulations, avoiding policy profiteering; continue to implement synchronous and effective solutions to soon restore and develop agricultural production in the City.
Regarding other thematic resolutions approved by the City People's Council at this session in the fields of planning and transportation, the City People's Council requests the City People's Committee to receive, complete, promulgate and develop a plan to organize implementation to ensure practicality, efficiency and compliance with regulations.
