Mr. Nguyen Trong Dien holds the position of Chairman of the Vietnam - France Friendship Association of Quang Ninh province for the 2025-2030 term.

According to the report at the Congress, during the past term, the Association has organized many practical people-to-people foreign affairs activities. Notable among them are educational exchange programs between Hon Gai High School, Ha Long Friendship Primary School and the French organization ABCDE. Ha Long Friendship Primary School was also awarded the title of France Éducation by the French Ministry of Europe and Foreign Affairs for its quality of French language teaching.

The Association also attracts the participation of medical staff, doctors, scientists, and health workers, actively contributing to community health care and professional training. In the period of 2017-2024, the Association has connected the Quang Ninh Department of Health to sign a cooperation agreement with the French ADS Association in the field of cardiology. Thereby, 3 doctors from the Department of Cardiology - Provincial General Hospital were supported to practice in Strasbourg (France), and at the same time welcomed 6 French experts to Quang Ninh for professional exchange.

The 4th Congress identified a number of key directions and tasks. Priority will be given to strengthening the Association's organization and developing new members. The Association will actively participate in people-to-people exchange and foreign affairs activities organized by the Central Association and the Quang Ninh Provincial Union of Friendship Organizations. In addition, the Association will proactively expand cooperation, especially promoting the establishment of twinning relationships with French localities and organizations. The goal is to strengthen friendship activities in areas such as health, education, and tourism, contributing to building good relations between Quang Ninh and France.

The Congress elected an Executive Committee of 7 members. Mr. Nguyen Trong Dien holds the position of Chairman of the Association; Ms. Nguyen Thi Thien, Deputy Director of the Provincial Media Center, holds the position of Vice Chairman of the Association.
