Removing obstacles from poor districts
After many years living in a temporary, dilapidated house, at the end of 2024, Mr. K'Thang's family in Sanar hamlet (Dak R'mang commune, Dak Glong district) was able to move back to live in a solid level 4 house with an area of over 50 square meters. Mr. K'Thang shared that before, the couple only had a few acres of land, and the agricultural products they produced were only enough to eat and send their children to school. Implementing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas, his family was informed by the local authorities that they were eligible for financial support to build a new house.

However, if they build a house on the farm, the travel conditions are not favorable, so Mr. K'Thang and his wife asked their parents for a piece of land in Sanar bon (Dak R'mang commune) to build a house. After that, the couple was supported by the Dak R'mang commune government and the functional departments of Dak Glong district to carry out the procedures and funds to separate the book, measure and issue the Land Use Right Certificate, ensuring the correct and sufficient conditions to build a house according to regulations.
According to Mr. Tran Minh Bau, Vice Chairman of Dak R'mang Commune People's Committee, in addition to Mr. K'Thang's family, the locality has 10 other households supported with residential land and 12 families supported with housing under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas. Previously, due to legal procedures related to land and planning, along with people's reluctance to do land procedures and documents, the support for residential land and housing under this program encountered many difficulties.
With many solutions, Dak R'mang commune has strived to support the subjects according to the plan. Specifically, for subjects facing housing difficulties but do not have land or land that is not qualified to build a house, the local government mobilizes relatives to donate, donate or sell at low prices. After that, the People's Committee of the commune will coordinate with specialized departments and offices of Dak Glong district to support and complete land procedures to issue land use right certificates to people, ensuring the correct and sufficient conditions for people to receive support for residential land and housing according to regulations.
The approach of Dak R'mang commune is being implemented by many other localities in Dak Glong district. This is one of the solutions to accelerate the implementation of 3 national target programs in the district; especially to solve the need for residential land, production land, and housing for people in difficult circumstances.
Mr. Doan Van Phuong, Vice Chairman of Dak Glong District People's Committee, shared that while the State's resources are limited, the community and society joining hands to build houses for the poor is a practical thing to do. In particular, Dak Glong District still has many ethnic minority households facing housing difficulties. Therefore, each amount of support and each house built is meaningful and has a positive impact on the will to escape poverty and strengthen solidarity in the locality.
Discussing experiences in supporting housing, land, as well as eliminating temporary and dilapidated houses for people, Mr. Tran Nam Thuan, Deputy Secretary of the District Party Committee, Chairman of the Dak Glong District People's Committee affirmed that this is the top priority of the district in the process of socio-economic development, strengthening national defense and security, and implementing national target programs. Previously, the implementation process was slow due to problems with procedures, land and mineral planning, and people's psychology, especially ethnic minorities.
Since 2024, the district has established a separate support team for these sub-projects and programs. The teams have coordinated with the commune authorities to promptly and quickly deploy solutions to support people; from implementing procedures to funding to implement the issuance of Land Use Rights Certificates, ensuring the correct and sufficient conditions for building houses according to regulations.
Implementing the National Target Programs for the period 2021 - 2025, Dak Glong district has approved funding to support the construction of more than 400 houses for poor, near-poor, and ethnic minority households. In addition, the locality has also mobilized resources and funding from the joint efforts and contributions of the business community, sister units, and philanthropists to support more than 100 houses. By the end of March 2025, the district has built and handed over more than 300 houses (reaching more than 60%). Together with Dak Nong province, Dak Glong district aims to eliminate all temporary and dilapidated houses and complete housing and land support for eligible households before December 31, 2025.
Resolutely speed up progress
Since the beginning of the year, localities in Dak Nong province have urgently implemented the work of eliminating temporary and dilapidated houses. In addition to funding from national target programs, the program to eliminate temporary and dilapidated houses launched by the Prime Minister, many houses have been built with the love of compatriots thanks to the cooperation and support of philanthropists, the business community and the whole society.
Ms. Ha Thi Hanh, Chairwoman of the Vietnam Fatherland Front Committee of Dak Nong province, said that the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses has been widely deployed, truly spreading the spirit of mutual love, the spirit of great national unity and arousing community responsibility in caring for the poor, the disadvantaged and people in special circumstances. Hundreds of poor households with housing difficulties in Dak Nong province have been supported to build and repair spacious and solid houses, helping them stabilize their lives and confidently develop their economy.

In particular, the Fatherland Front at all levels has done a good job of connecting resources, monitoring, and mobilizing organizations and individuals to join hands to support, contribute labor and money to the program. Thereby, the movement not only has social security significance but also demonstrates the strength of the great national unity bloc, building new rural areas and sustainable poverty reduction, helping people stabilize their lives in the long term.
According to the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses, in order to complete the program and support housing and land according to national target programs, the whole province has nearly 1,400 newly built houses and nearly 400 repaired houses. The total cost of new construction and repair is nearly 120 billion VND (not including contributions and counterpart funds from beneficiary families). To date, the locality has completed the construction of more than 700 new houses; at the same time, it has started construction of more than 100 houses. Together with the whole country, Dak Nong is drastically implementing solutions to complete the elimination of all temporary and dilapidated houses before December 31, 2025.
