(residing in Thang Binh District, Quang Nam Province), and the defendant, Hue Lottery State-owned Company Limited (Hue Lottery Company), with director Le Trung Phuoc as the authorized representative.

One of the two plaintiff representatives, Ms. Tran Thi Kieu Linh (born 2002; residing in Nghia Hoa commune, Tu Nghia district, Quang Ngai province) was also absent.
Ms. Ng. has 4 lawyers participating in protecting her rights and obligations, including: Nguyen Van Ky, Tran Minh Loan - from Ky Nguyen and Associates LLC Law Firm; Le Hong Son and Nguyen Thi Suong, - from HMS LLC Law Firm.

As reported by Nguoi Lao Dong Newspaper many times, on October 13, 2024, Ms. Nguyen Thi Ng. bought 2 traditional lottery tickets from Hue Lottery Company, including one with the winning number 386552 (F) and one with the number 486552 (F). In the drawing on October 14, 2024, ticket 386552 (F) won the special prize of 2 billion VND, the remaining ticket won the special consolation prize of 50 million VND.

However, while Ms. Ng. was working in the fields, it rained and the two lottery tickets she had put in her pocket got wet. She dried them, but the winning ticket was torn and scratched at the end of the numbers on the ticket, and the remaining ticket was crumpled.
After receiving the appraisal conclusion from Hue City Police, Hue Lottery Company decided to only pay the prize for the lottery ticket that won the special consolation prize, refusing to pay the prize for the lottery ticket that won the special prize of 2 billion VND because the lottery ticket was torn apart and not intact.
In court, lawyer Tran Minh Loan said that the torn lottery ticket was due to objective reasons, not Ms. Ng's will. Regarding the authenticity of the original form, from the jackpot, the additional numbers on the lottery ticket were still clearly visible, the QR code still existed, the lottery ticket stub was still at the company; the appraisal results of the Thua Thien - Hue Provincial Police (now Hue City) still confirmed this. On the other hand, the large number series, although torn at the right corner, was still clearly visible to the naked eye. Thus, the lottery ticket still showed its original state, without erasure.
