According to the new plan, the Bien Hoa - Vung Tau expressway section through Bien Hoa city will be basically completed by December. The second component project will have enough land in November.
Dong Nai Provincial People's Committee has just planned to speed up site clearance and construction of beltways and expressways through the area.
The land clearance for the expressway through Bien Hoa will continue to be resolved from now until the end of December 2024.
Regarding site clearance, Dong Nai Provincial People's Committee requires site clearance for Ho Chi Minh City Ring Road 3 to be completed by October 2024.
For Bien Hoa - Vung Tau Expressway, complete site clearance for component project 1 through Long Thanh district in November 2024. Basically complete site clearance for component project 1 through Bien Hoa city in December 2024. Complete site clearance for component project 2 in October 2024.
Regarding construction implementation, the Provincial People's Committee requested relevant units to basically complete the construction of two expressway and beltway projects in 2025 and put into operation the project sections passing through the province from 2026.
To achieve the above objectives, the People's Committee requires relevant units to mobilize the entire political system to participate in site clearance work, mobilize people and mass organizations to participate in support, and resolutely complete the work on schedule without delay. Along with that, focus on relocating the technical infrastructure system, ensuring adequate and timely supply of construction materials.

The Provincial People's Committee also reminded units to speed up progress but must ensure quality, labor safety, environmental sanitation, and aesthetics. In particular, the residential road must be restored after completion of construction. Construction must minimize impacts on people's lives.
It is known that up to this point, Dong Nai has handed over 100% of the construction site for the 1A Ring Road 3 component project. Particularly for the 11.2km long Ring Road 3 component project, the locality has also handed over about 94% of the site. The remaining area is being mobilized and measures are being taken to ensure that the site is handed over on time.
For the Bien Hoa - Vung Tau expressway, component 1, the locality has handed over over 82 hectares of land, equivalent to more than 60%. Of which, Bien Hoa has handed over 31.58 hectares, but the area that can be constructed in the field is only about 12 hectares. Meanwhile, Long Thanh district has handed over 50.47 hectares, reaching 65%, but the area that can be constructed is about 35 hectares.
The current highway surface is uneven in many sections.
Similarly, in the Bien Hoa - Vung Tau Expressway component 2 project, the handover has reached over 75%, and the locality continues to commit to handing over the remaining part in November.
In fact, currently, component project 1 has two main construction packages. Currently, package 18 is constructing the section Km 0+000-Km 6+200 through Bien Hoa, workers are focusing on drilling bored piles for M2 abutment, branches N0, N1 of the intersection bridge at the beginning of the route. Casting Super T girders and precast components on the casting yard, cumulative value 2.34%.
Package 21 (under construction by Lizen Company) from Km 6+200 to Km 16+000 through Long Thanh district is constructing horizontal drainage culverts, underpasses, and roadbeds. In addition, overpasses, technical culverts, service roads, main line bridges at the intersection with Nuoc Trong stream are being constructed... The accumulated value has reached 10.5%. Mr. Nguyen Ngoc Ha, Director of the Project Management Board of Component 2 of Bien Hoa - Vung Tau Expressway, said that the site of the Component 2 project basically meets the construction requirements.
Therefore, the Project Management Board has urged and requested the contractor to mobilize more personnel and machinery to speed up the progress. The Project Management Board also continues to coordinate with the locality to support, propagate and mobilize people to hand over land in important locations, prioritizing the treatment of weak soil first.
In the second component project, the contractor mobilized 384 personnel, 120 locomotives and equipment to deploy 42 construction teams, with a total output of over 15%. Package 9, section Km 16+000 - Km 23+000, is deploying bored piles, precast beams, pier bases, body, girder installation and bridge deck construction. The route is also making cement piles, digging and filling soil, filling sand to make drainage culverts and underpasses.
Package 10, section Km 23+000 - Km 34+200, is mainly making precast components for the bridge. The remaining sections are earthwork, sand, underpasses, slope cladding, and asphalt concrete.
