The Government Office has just issued Official Dispatch No. 1216/VPCP-CN to relevant localities and ministries, conveying the Prime Minister's direction on implementing the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway under the PPP method.

Accordingly, the Prime Minister agreed to the proposal and recommendation of the Ministry of Transport on assigning this Ministry as the competent authority to implement the project, together with relevant ministries, branches and localities to urgently start the project in the second quarter of 2025.

Previously, in January, the Ministry of Transport sent a document proposing to the Government to assign the Ministry as the competent authority to implement the investment project to expand the Ho Chi Minh City - Trung Luong and Trung Luong - My Thuan expressways under the PPP method.

This is to have a basis for organizing the appraisal and approval of the pre-feasibility study report in January and soon start the project.

Due to the inability to balance the budget for investment in expanding the route, the Ministry of Transport has coordinated with localities to propose a PPP plan for the entire route. Accordingly, the Ho Chi Minh City - Trung Luong section will be expanded from 4 lanes to 8 lanes, and Trung Luong - My Thuan from 4 limited lanes to 6 lanes.

In the pre-feasibility study report, the Deo Ca - CII - Tasco Joint Venture proposed dividing this project into two component projects.

Component 1 will invest in expanding the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the PPP method, including expanding the Ho Chi Minh City - Trung Luong Expressway section to 8 lanes and 2 emergency lanes; expanding the Trung Luong - My Thuan Expressway section (including the My Thuan 2 Bridge Expressway section) to 6 lanes and 2 emergency lanes. The total investment is 42,063 billion VND.

Component project 2 focuses on site clearance for the completion phase of 10-12 lanes of the Ho Chi Minh City - Trung Luong expressway section under the public investment method with a total investment of VND6,968 billion.

The Ho Chi Minh City - Trung Luong - My Thuan Expressway is part of the North - South Expressway in the East, with a length of over 90km. Of which, the Ho Chi Minh City - Trung Luong section was completed and put into use in 2010 with a length of 40km, a scale of 4 lanes. The Trung Luong - My Thuan section will be completed and put into operation in 2022 with a length of 51km, a scale of 4 lanes.
