High-quality human resources are the “key” to improving the new rural development program in the North Central region as well as in other regions, creating a solid foundation for comprehensive socio-economic development.
Human resources - an important factor in building new rural areas
In recent years, the National Target Program on New Rural Development (NTM) has achieved positive results, contributing significantly to the socio-economic development of the country. The North Central region, with its unique natural and geographical conditions, with 6/6 provinces having both coastline and borders, and diverse terrain from plains to mountains, has achieved many encouraging achievements in this movement.
By October 2024, the whole region will have 1,111/1,380 communes meeting NTM standards, accounting for 80.5% of the total number of communes. Of these, 304 communes will meet advanced NTM standards (22%) and 61 communes will meet model NTM standards (4.4%). The North Central region also has 40 districts recognized as meeting standards or completing the task of building NTM, of which Tho Xuan and Yen Dinh districts (Thanh Hoa) are two of the 14 advanced NTM districts nationwide.
In addition, Nam Dan district (Nghe An) was also selected as one of the pilot localities to build a model new-style rural district associated with cultural and tourism development. The North Central region has also achieved outstanding achievements in the One Commune One Product (OCOP) Program with 1,666 products meeting 3-star standards or higher, accounting for 11.7% of the total number of products nationwide... This success not only affirms the determination of the localities but also demonstrates the effectiveness of the new-style rural policy in changing the face of the countryside. However, in addition to the achievements, the construction of new-style rural areas in the North Central region also faces many major challenges, one of which is the issue of human resources.

Human resources are the core factor, playing a decisive role in the process of building a new rural area. The rural labor force is not only a direct production force but also plays a role in organizing, managing and implementing local socio-economic development plans. Recognizing this importance, in the period 2021-2024, localities in the region organized nearly 900 training courses for about 43,000 trainees to improve knowledge for staff and the community. The training courses not only focus on management knowledge but also help transform economic development thinking, encouraging people to apply scientific and technological advances in production.
Strengthen training
Despite the enhancement of training, the quality of human resources for new rural development in the North Central region has generally not met the demand. According to statistics, the majority of rural workers have only received primary training, accounting for more than 50%, and have not met the demand of high-tech agricultural sectors such as logistics, deep processing or circular agriculture, etc.
A typical example is Thanh Chuong district (Nghe An), where there are 3,554 cadres participating in the construction of the new rural areas, but only 30.67% have university degrees or higher, while 52.9% have not received formal training. Most of the grassroots cadres have difficulty accessing new knowledge, lack management skills and are not fully equipped to apply modern technology to their work.
Mr. Le Dinh Thanh, Vice Chairman of Thanh Chuong District People's Committee, shared that human resources are a decisive factor in the process of building new rural areas. However, currently, the shortage of highly qualified young workers is becoming a major challenge for localities. Many young workers leave their hometowns to seek opportunities in the city, leading to a shortage of dynamic and creative human resources in rural areas. This not only directly affects the effectiveness of new rural programs but also makes it difficult to maintain sustainable development.

Faced with the increasing demands of the new rural development program in the coming time, improving the quality of human resources is an urgent task. To overcome this situation, it is necessary to synchronously deploy solutions, including expanding specialized training courses for provincial and district-level officials; organizing training courses specifically for commune and village-level officials, especially in remote and extremely disadvantaged areas. At the same time, the rejuvenation of grassroots officials also needs to be focused on, in order to adapt to the trend of technology 4.0.
In addition, localities need to develop support policies to attract young, highly qualified workers to work in rural areas. These policies may include financial support, land allocation for housing construction, or creating long-term career development opportunities. Ensuring better working conditions will also help retain capable workers, motivating them to contribute to their homeland. In addition, localities should coordinate with educational institutions and research institutes to update training programs in line with reality, helping rural workers quickly grasp modern technologies and production methods, etc.
In general, high-quality human resources are the “key” to improving the new rural development program in the North Central region, creating a solid foundation for comprehensive socio-economic development. Ensuring sufficient human resources in quantity and quality not only helps the new rural program maintain its success but also contributes to building livable rural areas, meeting people's aspirations and the requirements for sustainable development in the future.
