In the first 6 months of 2024, the Steering Committees of 35 provinces, localities and units have actively advised and directed the quick, sensitive and timely implementation of many solutions to protect the Party's ideological foundation, fight against erroneous and hostile views, achieved many important results, stabilized the ideological situation, created consensus in society, and effectively carried out the province's political tasks.
Awareness and revolutionary vigilance of the Party Committee, government, organizations, cadres, party members and people in the province continue to be raised. In leadership and direction, solutions between "building" and "fighting" have been closely and synchronously combined, between propaganda, political and ideological education, ethics and culture with the implementation of socio-economic development tasks, ensuring national defense and security, poverty reduction, and improving the quality of people's lives.
Proactively grasped the ideological situation and public opinion, detected emerging issues early, forecasted and proposed solutions to combat and prevent them quickly and promptly, not allowing hostile forces to take advantage of sensitive issues, gather forces, form organizations, distort, incite and attract the masses to oppose the Party and the State, contributing to maintaining political security, social order and safety, creating conditions for the successful organization of major and important events of the country and the province in the area.
Also in the past 6 months, the province's external information work has been implemented synchronously and effectively, contributing to creating a favorable environment for socio-economic development and international integration. Party committees at all levels have always paid attention to leading and closely directing external information work, contributing to promoting the international integration process and enhancing the position of Ninh Binh.
From there, strengthen and expand cooperative relations with domestic localities and countries, international organizations; promote economic and trade relations, attract foreign investment and tourists to Ninh Binh.
Departments, branches, localities, organizations and enterprises in the province have actively participated in foreign affairs activities, bringing about many positive results. The province has effectively promoted the strengths of the media to promptly inform and orient political, economic, cultural and social events, policies and results of implementing major projects and key tasks; promoted propaganda and promotion of the image of Ninh Binh land and people, the potentials and strengths of the province to international friends.
Discussing at the conference, delegates clarified the results achieved, shared experiences in protecting the Party's ideological foundation, fighting and refuting wrong and hostile viewpoints and foreign information work. Delegates also raised difficulties, obstacles, proposed and recommended a number of contents that need the attention of leadership and direction of the Provincial Steering Committees to improve the quality and effectiveness of work in the coming time.

Pointing out difficulties, obstacles, and limitations; emphasizing the key tasks for the last 6 months of 2024 of Steering Committee 35, he proposed to continue to thoroughly grasp and seriously implement the directives, resolutions, and conclusions of the Party, State, and province on the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.
Grasp the people's situation, promptly resolve difficulties and problems right at the grassroots level, avoid being passive and surprised. There needs to be a solution to encourage more sharp articles with high combativeness, with convincing theoretical and practical bases in the fight against and refuting wrong views and bad and toxic information.
The Provincial Party Committee's Propaganda Department strengthens information, propaganda, and press orientation work; promptly reports on complex and sensitive events and incidents so that localities, agencies, and units can promptly orient public opinion, stabilize the situation, and maintain political security and social order and safety.
The Department of Information and Communications shall strengthen the management of press - publishing, information, and communication, especially on the Internet and social networks; strictly handle cases of disseminating documents and providing false information on the press and social networks.
He also requested the Provincial Radio and Television Station, Ninh Binh Newspaper, and the Provincial Journalists Association to strengthen information and propaganda so that people of all walks of life can clearly understand the guidelines and policies of the Party, the State, and the province on socio-economic development, Party building and the political system, and ensuring national defense and security; promptly produce quality and valuable news and articles to fight against the distorted arguments of hostile forces.
At the same time, appropriate time will be devoted to propagating important political events of the country and the province taking place from now until the end of 2024, focusing on propagating Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.
The provincial police preside over and coordinate with relevant agencies, local Party committees and authorities to proactively grasp the situation, analyze, evaluate, forecast and have plans to combat, prevent and handle plots and tricks of opposition, internal sabotage and ideological sabotage of hostile forces, especially in cyberspace.
The Provincial Military Command and the Provincial Border Guard Command continue to promote the role of Force 47 in fighting in cyberspace; being the focal point for active coordination with the Provincial Steering Committee 35, districts and cities to effectively fight and refute on the Internet and social networks.
Steering Committee 35 of localities and units promptly improved, innovated and improved the quality of operations; strictly implemented regulations on protecting state secrets and internal political protection; paid attention to handling and resolving urgent issues arising from the grassroots, contributing to the successful implementation of political tasks of localities, units and the province.
Regarding foreign information activities, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested to continue to thoroughly grasp and effectively implement the Central and provincial directives and instructions on foreign information work.
Strengthening the leadership, orientation, role and responsibility of the Provincial Steering Committee for External Information Work; Party committees, local authorities, agencies and units need to comprehensively deploy external information work in all three areas: Party foreign affairs, State diplomacy and People's diplomacy.
Actively innovate foreign information work, diversify information forms; increase the application of new communication methods, apply information technology, digital transformation in foreign information activities. Effectively implement the plan of the Provincial Party Standing Committee on the implementation of Conclusion No. 71, dated February 16, 2024 of the Politburo on a number of major tasks and solutions to implement the foreign policy of the 13th National Party Congress.
Focus on disseminating and thoroughly grasping Directive No. 35, dated June 14, 2024 of the Politburo and directives and instructions of Party committees at all levels on Party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party; continue to propagate the guiding spirit of General Secretary Nguyen Phu Trong: "building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo".
Promote information and propaganda on Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, especially the province's future development orientation.
