Quang Ninh is a locality with a large number of operating enterprises, of which non-state enterprises ( SOEs) account for a large number. Reality has confirmed that developing the Party in SOEs is the basis for building, consolidating and developing Party organizations, contributing to improving the effectiveness of Party organizations' operations in accordance with the socialist-oriented market economy, together with leaders and business owners to orient activities in accordance with the Party's guidelines and policies, the State's policies and laws, and properly implementing business regulations; Party organizations are "bridges" that reflect the thoughts and aspirations of workers to business owners...

Hai Ha Seaport Industrial Park (Hai Ha district) was established in 2015, is the largest textile and garment industrial center of Quang Ninh with 21 foreign-invested enterprises, of which 16 are 100% foreign-invested enterprises in operation, with 13,600 employees, including more than 400 foreign experts, managers and workers.
When there was no party organization, Hai Ha Seaport Industrial Park lacked an organization that played a leading role, directed and oriented the activities of political and social organizations and party members. In addition to the relatively strong trade union organization in the enterprises in the industrial park, organizations such as women and youth were small in scale and had low operational efficiency; there were party members working in the industrial park, due to the nature of their work, they had difficulty in finding time to participate in regular activities at the village and area party cells... Many party members wished to have a party cell at their workplace for convenient participation in activities.
Faced with that reality, in October 2022, the Hai Ha Seaport Industrial Park Party Committee was established, which is the first Party Committee in a State-owned enterprise with 100% FDI capital in Quang Ninh. The Hai Ha Seaport Industrial Park Party Committee is directly under the Hai Ha District Party Committee with 4 Party cells and 55 Party members. By May 2024, the F&C Service Company Party Cell was established, thereby increasing the number of Party cells under the Hai Ha Seaport Industrial Park Party Committee to 5 Party cells with a total of 58 Party members (some Party members have transferred their activities).
Since its establishment, the Hai Ha Seaport Industrial Park Party Committee has always affirmed its role as the political core, working with enterprises in the industrial park to develop stably. Also from the strength of the Party organization, organizations and unions in Hai Ha Seaport Industrial Park have increasingly developed, promoting the strength of gathering solidarity, promoting emulation movements in labor production, as well as grasping the lives and jobs of employees more and more closely.
Party cells always focus on building and consolidating the organization, improving the quality of activities; implementing well the working regulations and functions and tasks of party organizations in state-owned enterprises. At the same time, proactively discuss with business managers about difficulties and problems, propose the implementation of policies and regimes for party members and employees according to regulations; build a spirit of solidarity, cooperation and mutual support between Vietnamese employees and foreign experts for the development of the company...
Many party members affirmed that since the establishment of the party organization, party members have had many favorable conditions to grasp the Party's guidelines and policies, the State's policies and laws, socio-economic information of the country, localities and the company's production and business activities; the sense of discipline in work has been enhanced; the company, party cells, party committees and mass organizations have quickly grasped their thoughts, aspirations and proposals... In addition to regular monthly and quarterly activities, party cells have maintained the organization of thematic activities with many open contents. Along with that, the work of training and recruiting party members has always been of interest to the party cells, striving to achieve annual targets.
Mr. Vu Van Bien, Secretary of the Party Cell of Ngan Ha Technical Technology Company Limited, said: The Party Cell focuses on building and consolidating the organization, improving the quality of activities and performing well the functions and tasks of the Party organization. The Party Cell proactively discusses with the enterprise's managers the difficulties and problems, especially proposing the implementation of policies and regimes for Party members and employees according to the provisions of law. At the same time, propagate and mobilize Party members and employees in the company to strive to effectively perform production and business tasks; perform well the tasks of maintaining political security, social order and safety and participate in community activities, contributing to the socio-economic development of the locality.
Ha Long City is the locality with the largest number of operating SOEs in the province. In February 2024, the Cai Lan Industrial Park Party Committee, consisting of 4 Party cells (foreign-invested enterprises) with 39 Party members, was established under the Ha Long City Private Economic Units Party Committee. The Deputy Secretary of the Ha Long City Private Economic Units Party Committee is also the Secretary of the Cai Lan Industrial Park Party Committee.
The Party Committee regularly guides Party cells to introduce outstanding people to train and recruit them into the Party and grasp the thoughts and aspirations of Party members and workers. The Cai Lan Industrial Park Party Committee is completing the final steps to recruit 2 outstanding people into the Party in November 2024, striving to complete the plan to recruit 48 new Party members according to the policy of the Standing Committee of the Ha Long City Party Committee in 2024.
Mr. Le Khuong Duy (Party Cell of Saigon Dong Bac Beer Trading Joint Stock Company) said: Workers are always cared for by the Party Committee of Cai Lan Industrial Park and the Party Cell of the company, creating conditions for them to promote their roles and fulfill their tasks well at the unit. This is the motivation for the masses to strive to stand in the ranks of the Party. In 2023, after being honored to become a Party member, I not only promptly received and deeply understood the Party's new policies and guidelines, but also had many opportunities to directly participate in giving opinions on the policies and guidelines of the unit, of the Party Committee, local authorities, etc.
According to Party Cell Secretary and Director of Saigon Dong Bac Beer Trading Joint Stock Company Hoang The Bao, the Party organization is the fulcrum to form a common denominator between striving for the prosperity of the enterprise and caring for the lives of employees and serving the community. The company has a large number of young workers, with the support of the Cai Lan Industrial Park Party Committee, the company's Party Cell always cares and creates maximum conditions for employees to be trained, practiced and strive to join the Party. In 2025, the Party Cell strives to admit 2-4 outstanding people to the Party, contributing to building a strong organization, developing a sustainable enterprise, meeting the development requirements of the unit in the new period.
The Party organization is strong; the quality of cadres and Party members is improved; the masses in the units follow the good examples of Party members, thereby uniting to build a collective that is strong in politics and strong in production and business capacity. To increase the strength and fighting capacity of the Party, Party committees at all levels in the province pay special attention to strictly implementing Instruction No. 08-HD/BTCTW (dated September 27, 2021) of the Central Organizing Committee on admitting private business owners into the Party.
In Cam Pha City, from 2024, the Party Committee of the City's Private Economic Units has set a target of recruiting at least one business owner as a Party member each year. The Party Committee assigns targets to Party cells with the motto "Do not pursue quantity but neglect quality", thereby paying attention to propaganda, education, and training of elite business owners.
For enterprises that do not have a Party organization, the Party Committee assigns the Office Party Cell to regularly review, detect, and create sources for Party development; pay attention to establishing Party cells at enterprises when conditions are met. Currently, the Party Committee of Private Economic Units of Cam Pha City has completed the admission of 1 more Party member who is a business owner in 2024, bringing the total number to 19 Party members who are business owners in the entire Party Committee.
Director of DN Group Joint Stock Company Dinh Quoc Dong (Office Party Cell, Party Committee of Private Economic Units of Cam Pha City) shared: In January 2024, I was able to join the Party. This is not only a great honor, but also a responsibility. Working in a strong Party organization, I have a deep understanding of the Party's guidelines and policies, the State's policies and laws, and have practical orientations in leading business development. As the head of the unit, I firmly adhere to the motto of promoting the pioneering and exemplary role of Party members, building and maintaining prestige with Party members and the masses, creating conditions for the development of Party organizations and Party members in my own enterprise.
With a Party organization and the wise and timely leadership of the Party, all business activities are favorable, especially in the current market economy conditions. Cadres and Party members also deeply understand the extremely important role of the Party in the life, work and production of the unit. "A solid foundation" is the factor that helps units "stay rooted", achieve many successes in production, business, and business development, making important contributions to the development of the province and the country.
Goals and strategic planning
The 13th National Party Congress identified the private economy as an important driving force of the economy. Paying attention to and creating all conditions for state-owned enterprises to develop and integrate into the vibrant "flow" of the country is not only about improving the quantity and quality of party organizations and party members, but more importantly, each employee feels proud to be a party member; each enterprise is aware of the position and real necessity of having a party organization. Thus, the work of building the Party and the political system will bring about real and sustainable results.
The 13th National Party Congress also affirmed that “Strongly developing the private economic sector in terms of quantity, quality, and efficiency...” - this is the foundation, policy, and major viewpoint, affirming the Party’s attention to the development of enterprises; it is an extremely important message, demonstrating the importance of establishing party bases in enterprises, creating conditions for private economic units to arouse the desire to get rich of the whole society. From there, it creates the basis for maximizing the mobilization of resources for socio-economic development, national defense and security, firmly protecting the socialist Vietnamese Fatherland.
In recent years, Quang Ninh has had many timely strategic policies, gradually developing the production and business activities of enterprises. In particular, the development of party organizations and party members in state-owned enterprises has received attention. Since 2010, the Provincial Party Committee has developed a project to develop organizations and admit party members in state-owned enterprises; the Standing Committee of the Provincial Party Committee issued Decision No. 451-QD/TU (dated October 24, 2011) approving the project to build models, develop party organizations, grassroots and mass organizations in state-owned enterprises in Quang Ninh province in the period of 2011-2015; directed the establishment of party committees of private economic units under district, town and city party committees, etc.
The Provincial Party Standing Committee directs Party committees at all levels to strengthen leadership, direction, and mobilize the participation of the entire political system, effectively carry out advocacy, propaganda, education, and persuasion work, creating a strong change in awareness and action among cadres, party members, business owners, and employees on the policies of the Party, the State, and the province on private economic development; clearly recognize the role, position, requirements, and tasks of building and developing party organizations and people's organizations in private economic units. At the same time, encourage employees to compete in production labor, improve their skills, and actively participate in organizations, strive, and train to become party members...
In particular, Party committees and Party organizations at the grassroots level and the direct superiors of grassroots Party organizations assign Party committee members and cadres to be in charge of Party organizations in private economic units; coordinate with authorities to proactively increase meetings, contacts, and dialogues with business owners to grasp the situation, remove obstacles, and create consensus in establishing and maintaining Party and mass organization activities in enterprises... Thereby, creating positive changes in the awareness and actions of Party committees and organizations at all levels, cadres, Party members, union members, association members, workers, and business owners in Party building work.
In particular, closely following Directive No. 33-CT/TW (dated March 18, 2019) of the Secretariat on strengthening the building of Party organizations in private economic units, the Provincial Party Committee has issued many documents, action programs, and work plans for building Party organizations and Party members in State-owned enterprises. Accordingly, Party committees and Party organizations in the province have focused on leading the implementation of many solutions to improve the quantity and quality of Party membership. In particular, attention is paid to developing Party members who are young union members and workers in private economic units in accordance with the characteristics and situation of each locality and unit to effectively carry out development work; especially improving the quality of Party members to ensure standards, conditions, processes, and procedures according to Party regulations.
In the period of 2020-2023, party organizations in state-owned enterprises in the whole province admitted 1,004 party members, accounting for 8.06% of the number of party members admitted annually, ranking 3rd in the Northern region (after Hanoi and Hai Phong). Up to now, the Provincial Party Committee has 30 party committees, with 410 affiliated party cells, 13 grassroots party cells, 5,482 party members in state-owned enterprises mainly concentrated in the localities: Ha Long, Mong Cai, Uong Bi, Cam Pha, Quang Yen, Dong Trieu, Hai Ha. Particularly, the Quang Ninh Coal Party Committee has 10 grassroots party organizations in enterprises with less than 50% state capital, 60 affiliated party cells... Party organizations in state-owned enterprises increasingly demonstrate their political core role in leading, gathering party members and employees to comply with the guidelines, policies and guidelines of the Party and the State; creating consensus and support from business owners.
In the current period, the work of developing the Party in private enterprises is becoming more urgent, in order to enhance the role and voice of the Party organization, supporting the development of organizations and unions in enterprises. The province strives, from now until 2025, to continue to establish grassroots Party organizations in Cai Lan Industrial Park, Viet Hung Industrial Park and industrial parks in Mong Cai, Quang Yen, Hai Ha. Every year, each Party cell of a private economic unit admits at least 1 Party member; private economic units with 50 or more employees working stably establish a Party organization and admit at least 2 Party members/year...
Do a good job of Party development in State-owned enterprises, constantly improve the capacity, fighting strength and power of Party organizations, promote sustainable enterprise development; quickly bring the Party and State's guidelines, policies and laws into life, contribute to promoting local socio-economic development, and build the Quang Ninh Provincial Party Committee to be increasingly clean and strong in all aspects.
At the survey of the model of developing party organizations and party members in state-owned enterprises in Quang Ninh (March 2024), the working delegation of the Central Party Office highly appreciated the development of the party and the establishment of party organizations in state-owned enterprises in Quang Ninh. "Quang Ninh continues to promote and replicate creative ways and typical examples of developing party organizations in state-owned enterprises for localities across the country to learn from.
