Ho Chi Minh City Obstetrician and Gynecologist Cao Huu Thinh was fined by the Department of Health Inspectorate for disclosing patient conditions, information provided, and medical records.
Mr. Thinh, along with a colleague at the same clinic, Dr. Le Som Lan, were fined by the Ho Chi Minh City Department of Health inspector for violations in medical examination and treatment activities from May 26 to May 30.
Accordingly, Dr. Thinh is said to have disclosed the patient's medical condition, information provided by the patient and medical records, and advertised special services without verified content, and was fined 24.5 million VND. However, the Inspectorate did not clearly state how Dr. Thinh disclosed the patient's information.
The Law on Medical Examination and Treatment stipulates that doctors are obliged to keep patient information confidential, except in cases where the patient agrees or shares it to improve the quality of diagnosis and treatment among practitioners in the treatment group or in other cases.
On social networking platforms, Dr. Cao Huu Thinh is active in the field of infertility treatment.
The Health Department Inspectorate also fined Dr. Le Som Lan 9 million VND for not registering to practice medicine, the signboard did not have enough basic information as prescribed, and the name of the department in the facility was not consistent with the medical examination and treatment license file.
This is the second time in three months that Dr. Lan has been fined. In March, the Health Department Inspectorate found Dr. Lan violating regulations, with the same errors as Dr. Thinh this time, and was fined 28.5 million VND.
In addition to the two doctors, the HCM City Department of Health Inspectorate also fined three establishments for violations. Among them, the Cosmetic Clinic of Korean Star Cosmetic Surgery Hospital Co., Ltd. was fined VND90 million and suspended for 18 months for providing unlicensed medical examination and treatment services.
Viva Beauty Dental Company Limited (dental clinic) was fined 12 million VND because the signboard did not contain enough basic information, the names of the departments in the facility were not in accordance with the license records, and the medical examination book was kept but not fully recorded.
Kim Cuong Quality of Life Company Limited Branch was fined VND57 million for similar violations.
Recently, the Department of Health Inspectorate has continuously punished individuals and facilities that violate regulations in medical examination and treatment activities. The Ho Chi Minh City Department of Health proposed to increase the penalties such as permanently revoking medical practice certificates and operating licenses if there are repeated violations, especially those related to professional ethics. The Department has set up a hotline 0989 401 155 to receive calls from people reporting being deceived or "faking illnesses" by clinics.
