69 pulp and paper manufacturing facilities must inventory greenhouse gases

These 69 facilities are included in Decision No. 01/2022/QD-TTg of the Prime Minister on the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories.

According to Mr. Luong Quang Huy, Head of the Department of Emission Mitigation and Ozone Layer Protection (Department of Climate Change), Vietnam has made a strong commitment to the goal of net zero emissions by 2050. The content of greenhouse gas emission reduction in the Law on Environmental Protection 2020 has also been specified in Decree 06/2022/ND-CP of the Government regulating greenhouse gas emission mitigation and ozone layer protection; Decision No. 01/2022/QD-TTg of the Prime Minister on the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories; and in the near future, technical guidelines of the Ministries managing the emission reduction sector on measuring, reporting, appraising greenhouse gas mitigation and inventory. The Ministry of Natural Resources and Environment has issued a Circular providing guidance for the waste management sector.

Enterprises listed in Decision 01, including enterprises in the paper and pulp sector, will provide data and information related to greenhouse gas inventory; organize greenhouse gas inventory and develop periodic inventory reports every 2 years from 2024 onwards. At the same time, develop and implement measures to reduce greenhouse gas emissions in the period from 2023 to 2025 in accordance with the production and business conditions of the facility.

Mr. Huy noted that pulp and paper enterprises need to pay attention to both environmental protection and energy issues. When enterprises implement solutions to manage environmental pollution and production processes, there will be co-benefits in reducing emissions. This should be seen as an opportunity, not a burden for enterprises.

Accordingly, the paper production process has several main sources of emissions. Direct emissions are from fuel combustion for boilers, chemical recovery furnaces, diesel backup generators, forklifts, vehicles owned and used by the company to transport wood/shavings/bark/scraps/products, etc.; emissions from water treatment, chemical addition, leaks from cooling equipment such as air conditioners. Indirect emissions are from electricity consumption activities; from purchased heat/steam for certain processes such as fiber softening, paper cooking, paper production lines, paper cutting machines, etc.

At the workshop, Vietnamese and Japanese experts shared specific regulations on GHG emission reduction, methods and tools for calculating GHG inventories, the GHG inventory reporting system at the grassroots level and the practice of calculating GHG emission inventory assumptions, and introduced the online GHG inventory reporting system. Representatives of some Japanese paper enterprises also shared their experiences in implementing mitigation activities and estimating the amount of greenhouse gas emission reduction.

According to Mr. Koji Fukuda, Chief Advisor, JICA SPI-NDC Project, mastering information on greenhouse gas inventories will help increase the participation of the private sector in implementing NDC, as well as effectively implementing legal regulations on climate change. From another perspective, business operations will also gradually comply with Environmental - Social - Governance (ESG) indicators, meeting the requirements of partners, shareholders, and investors in the context of implementing the common goal of carbon neutrality.

In the current volatile business context, good implementation of greenhouse gas inventory will help businesses orient their business strategies and increase competitiveness based on the implementation of climate change response tasks - Mr. Fukuda emphasized.

Vietnam is one of the top 5 paper & pulp producing countries in Southeast Asia. In 2022, the Vietnamese paper industry will have more than 500 manufacturing enterprises. Of which, more than 20 enterprises with large capacity account for 65% of output and more than 480 enterprises with small and medium capacity account for about 35% of output. The total production capacity of the industry in 2022 will reach about 8.2 million tons, actual output will be 5.7 million tons, consumption will be 6.8 million tons, import will be 1.8 million tons, export will be 0.8 million tons. Of which, packaging paper will account for over 80%.
