The Ministry of Finance instructs ministries and branches subject to restructuring to complete the inventory and classification of assets and temporarily suspend the purchase and lease of new assets from January 1, 2025.
On December 20, a representative of the Ministry of Finance informed that this unit had issued Official Dispatch No. 13749/BTC-NSNN guiding ministries and branches on the principles of handling assets, finances and the State budget in the process of restructuring the apparatus.
Suspend purchases and new property leases from January 1, 2025
This document provides detailed guidance on the process of inventorying, classifying, handing over and receiving assets as well as budget management during the transition period, to ensure transparency, efficiency and continuous operation of State agencies.
The General Secretary emphasized the need to build a revolutionary, disciplined, elite, modern People's Army; politically strong, with a streamlined and strong organization, firmly protecting the Fatherland in all situations.
Accordingly, ministries and branches subject to rearrangement must complete the inventory and classification of assets before January 1, 2025. Assets are classified into the following groups: Assets of agencies and units (including assets being leased, joint ventures, and associations); Assets discovered to be in surplus/shortage through inventory; Assets not owned by agencies (assets held in custody, borrowed assets, and leased assets). Updating asset changes will continue until the rearrangement plan/project is approved. In particular, the purchase and lease of new assets will be suspended from January 1, 2025, except in cases where a contractor has been selected or where it is absolutely necessary and approved by a competent authority.
After the inventory, the ministries and branches must handle excess/deficient assets, return assets kept in custody, borrowed assets, terminate asset lease contracts (if possible) and preserve assets to avoid loss. The Ministry of Finance also provides specific guidance on asset management and handling depending on each form of arrangement, including consolidation, change of superior management agency, termination of operations and transfer of functions and tasks.
For the handover and reception of State financial resources such as funds from fees, charges, reserve funds, debts, the official dispatch requires inventory, reconciliation of books, balances to ensure correctness and preparation of inventory reports. Any discrepancies must be resolved before handover. The ministries and agencies after the arrangement are responsible for using financial resources in accordance with regulations. In case of surplus, a plan must be prepared and submitted to the competent authority for decision. The principle of debt handover is that the agency receiving financial resources formed from debts is responsible for receiving the debt. After receiving, the ministries and branches must open books to monitor and manage according to regulations.
Budget Management: Ensuring Continuous Operations
Regarding the 2023 State budget settlement, the ministries and branches subject to the arrangement will still comply with current regulations. For 2024, the ministries and branches will close the books at the end of the year, be responsible for inspection, examination and hand over all relevant records and documents to the ministries and agencies after the arrangement for settlement.
The 2025 budget will be allocated according to assigned tasks. After being allocated, units will prioritize spending on human resources and minimize regular spending unless necessary. When implementing the arrangement, ministries and branches will agree on a detailed plan for handing over and receiving the 2025 budget for each functional unit according to the consolidation and separation plan.
In which, the ministries and branches subject to rearrangement shall hand over the original status of work, records, and documents for the tasks under the 2025 budget that have been and are being implemented according to the agreed plan to the ministries and agencies after the rearrangement.
The following ministries and branches shall re-determine the revenue and expenditure estimates (including the budget assigned at the beginning of 2025 minus the budget agreed to be transferred to other ministries and branches, plus the budget received from the re-arranged ministries and branches), report to the Ministry of Finance for synthesis, and submit to the National Assembly Standing Committee to adjust the 2025 budget estimates according to regulations.
The Ministry of Finance's official dispatch provides a clear legal framework for the process of restructuring the apparatus, ensuring that the handling of assets, finances, and the State budget takes place transparently and effectively while maintaining the continuous operation of State agencies.
