This is a major traffic project that Quang Ngai province plans to implement in 2024 and put into operation in 2025 to meet traffic and travel needs, solving the problem of continuous traffic jams on the route during rush hours, especially at the intersection of the access roads to and from Da Nang - Quang Ngai expressway....
Deploy multiple tasks at once
Chairman of Quang Ngai Provincial People's Committee Dang Van Minh directed the Quang Ngai Department of Transport to urgently complete the dossier to submit to the Ministry of Transport for approval of the project in the first quarter of 2024 to serve as a basis for implementing the project in the field.
Quang Ngai province is vigorously implementing the project to upgrade and expand National Highway 24B in order to soon complete procedures to start the project.
Regarding the route plan, according to preliminary calculations, to implement the project to upgrade and expand National Highway 24B, section Km 23+050 - Km 29+800, it is necessary to carry out large-scale compensation and site clearance work. In particular, it is related to many housing projects and residential land along the route, requiring resettlement land arrangement.
Therefore, to ensure the smooth implementation of the project on the ground, Quang Ngai province requires the Quang Ngai Department of Transport (the unit assigned as the investor) to coordinate with the Department of Natural Resources and Environment, Quang Ngai City People's Committee, Son Tinh District People's Committee and relevant agencies to immediately deploy tasks and procedures for compensation, site clearance and resettlement.
In particular, it is necessary to plan and submit an application to add the project list to the Planning and Land Use Plan of Quang Ngai City and Son Tinh District for permission from competent authorities to implement the next steps.
National Highway 24B, the section connecting Quang Ngai City and Son Tinh district, has narrow lanes.
At the same time, the head of the Quang Ngai provincial government also noted that the Quang Ngai Department of Transport must proactively and actively coordinate with relevant departments, branches and units during the implementation process to unify the resolution of arising issues within its responsibilities and authority. For issues beyond its authority, promptly report and propose to the Provincial People's Committee for consideration and resolution according to regulations.
Particularly, the two localities where the project passes through, Son Tinh and Quang Ngai City, are responsible for coordinating in the process of implementing compensation, site clearance and resettlement. In particular, it is necessary to focus on reviewing the needs and land funds of the localities to plan the construction locations of resettlement areas.
Race to completion by 2025
According to the People's Committee of Quang Ngai province, the investment in upgrading and expanding National Highway 24B is of great significance, gradually concretizing the task of developing local infrastructure as well as the provincial planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister and announced by the province at the beginning of the year.
In particular, the completion of this project will not only meet the travel demand but also solve the problem of local traffic jams during rush hours from the center of Son Tinh district to Quang Ngai city, especially the road leading to the Da Nang - Quang Ngai expressway.
The expansion of National Highway 24B will create a great driving force for socio-economic development and solve the problem of traffic jams on the route.
At the same time, this project is of great significance in creating momentum for the development of Tinh Ha urban area to become a satellite city in the northwest of Quang Ngai city.
According to the reporter, the section of National Highway 24B is an urban road with a cross-section of 4 lanes, quite wide and airy. Meanwhile, the existing section of National Highway 24B west of the North-South railway has a width of less than 7m, leading to a bottleneck.
To minimize traffic accidents, Quang Ngai province has connected the junction points. However, due to the large difference in the cross-section of the roadbed, the potential risk of traffic accidents is very high. Continuing west along the road, houses are built close together, some of which are located right on the edge of the road.
Due to the narrow lane, while this is the main traffic route connecting the new Son Tinh district center with Quang Ngai urban area and VSIP Industrial Park, the traffic volume is very large, many times the whole road is jammed, vehicles move step by step.
Local traffic jams on National Highway 24B during rush hour occur continuously.
The project to upgrade and expand National Highway 24B was approved for investment by the Ministry of Transport in December 2023, in Decision No. 1645. The project has a total investment of about 600 billion VND, from the central government's medium-term public investment capital.
The project has a total length of about 6.75km, the route is designed with an investment scale of 4 lanes running according to grade III road standards, the roadbed width is 17.4m and the road surface is 14m wide; the high-class A1 road surface is made of asphalt concrete on crushed stone aggregate, considering the use of appropriate structures through densely populated areas or flooded sections, the design speed is 80km/h.
In addition to the road section, the project also builds new existing bridges on the route including Ba Ta Bridge and Ba Meo Bridge, along with a railway overpass at Km 23+300, the intersection of the North-South railway. The existing Kien Bridge with a small span will be demolished and replaced with a reinforced concrete box culvert; the bridge width will match the road width.
