By the end of June 2024, 12/44 ministries, central agencies and 37/63 localities had estimated disbursement rates above the national average. Some ministries, central agencies and localities with good disbursement rates include the Ministry of Agriculture and Rural Development, the Ministry of Transport, the Ministry of Construction, Vietnam Television, the Vietnam Union of Literature and Arts Associations, the Vietnam Women's Union, and localities such as Thanh Hoa, Tien Giang, Phu Tho, Long An, Dong Thap, and Ha Tinh.
However, the Ministry of Finance said that 32/44 ministries, central agencies and 26/63 localities still disbursed lower than the national average. In particular, some ministries and central agencies disbursed very low or had a disbursement rate of 0% such as the Government Office, the Academy of Science and Technology, Ho Chi Minh City National University, Hanoi National University, etc. In particular, the Vietnam Cooperative Alliance and the Vietnam Fatherland Front Committee had a disbursement rate of 0% due to not yet allocating capital plans.
Some localities have disbursement rates below 15% such as Hai Duong, Bac Ninh, Ho Chi Minh City, Hung Yen. The figures also show that the implementation of key national projects is higher than the average disbursement rate of the whole country in the first 5 months. By the end of May 31, 2024, the total disbursed capital of 9 key national projects in the transport sector was VND 21,920.18 billion, reaching 23.1% of the assigned plan for 2024.
In a report sent to the Prime Minister, the Ministry of Finance said that the problems and difficulties affecting the progress of public investment disbursement in 2024 related to policies, site clearance, construction materials... have not yet been resolved.
In addition, the disbursement of public investment capital in the first 6 months of the year was affected by factors such as a relatively large amount of central budget capital (VND 11,916 billion, accounting for 5.02% of the total central budget capital) that was recently assigned by the Prime Minister, making it difficult to promptly disburse the above capital in the first 6 months of the year. The disbursement rate for important national projects, key projects in the transport sector, and inter-regional transport projects managed by localities is still low.
In addition, according to reports from some localities in recent times, there have been subsidence and landslides on traffic routes and water drying up on canals in freshwater areas, causing difficulties in transporting materials and affecting construction progress.
To accelerate the progress of public investment disbursement, the Ministry of Finance continues to request ministries, branches and localities to seriously and drastically implement solutions to promote public investment disbursement as prescribed by the Government in the Resolution on tasks and solutions to implement the socio-economic development plan and state budget estimates for 2024; the Prime Minister's telegram on accelerating the progress of allocation and disbursement of public investment capital in 2024 and the conclusion of the Prime Minister - Head of the Steering Committee at the meetings of the State Steering Committee for important national programs and projects, key projects of the transport sector...
