These days, at the construction site of the road connecting Kinh Mon River overpass with Provincial Road 389B in Thuong Quan Commune (one of the key projects of the town), trucks are rushing one after another to carry materials to level the roadbed. Dozens of workers are working on the reinforcement of box culverts and retaining walls, quickly doing their jobs. To date, the contractor has dug the mold and filled the roadbed with sand for about 1,600 m, reaching 90% of the length of the road.
The above project is being constructed by a joint venture between KTĐ Sustainable Development Joint Stock Company and Viet Thanh Construction Company Limited. To ensure progress, the two enterprises have arranged about 50 workers, 7 excavators, 5 road rollers, 6 trucks, 4 bulldozers, 2 sand graders, 2 water sprayers, etc.
“Taking advantage of favorable weather, construction units often work overtime. Many times workers work through the night to ensure progress,” said Mr. Nguyen Thanh Son, Director of KTĐ Sustainable Development Joint Stock Company.
“According to the plan, the project will be completed by mid-May 2025, but we will focus on human resources and machinery to strive to complete it ahead of schedule. Inspection and supervision work is always carried out closely to ensure the quality of the project,” said Mr. Le Dai Duong, an officer of the Kinh Mon Town Construction Investment Project Management Board.
Not only are key projects of the town urgently being constructed, major projects of the province located in the area are also being urgently cleared, speeding up construction progress.
The project to build a traffic route connecting National Highway 17B with Dinh Bridge, Kinh Mon town uses about 9.56 hectares, passing through 4 wards: Thai Thinh, An Luu, Hiep An, Long Xuyen.
On November 5, the Hai Duong Provincial People's Committee approved the project. On November 6, the Town People's Committee developed a land recovery plan and implemented the steps. By November 28, the land and property inventory had been completed; the compensation and site clearance support plan (phase 1) had been established and made public. It is expected that on December 28, the Town People's Committee will approve the compensation and site clearance support plan.
Top of the province
In 2024, Kinh Mon town will have 89 district- and commune-level projects and works, with a total public investment capital of VND 295.18 billion. For medium-term public investment in the 2020-2025 period, Kinh Mon town will have about 130 projects and works, with a total cost of VND 2,051 billion. By the end of November 2024, the town's total disbursed capital reached VND 208.75 billion, accounting for 70.7%, making it one of the three localities with a disbursement rate higher than the provincial average.
Currently, in the area, there are 2 projects invested by Kinh Mon Town People's Committee: construction of a road connecting Kinh Mon River overpass with Provincial Road 389B; technical infrastructure of residential areas and resettlement areas of Thuong Quan commune. Passing through the area, there are 7 other provincial projects with Kinh Mon Town undertaking the site clearance work. All projects are currently on schedule.
The most difficult thing when implementing projects is site clearance. Most people whose land is recovered are afraid of change, hesitant about the level of support and compensation due to many regulations on mechanisms and policies through different stages... To gain high consensus from the people, the entire political system here has taken drastic action. The town's Compensation, Support and Resettlement Council was established. "In addition to organizing meetings with people, publicizing project information, working groups take advantage of Saturdays, Sundays and evenings to visit each household to propagate and mobilize. The inventory is also carried out quickly and promptly," said Mr. Nguyen Bao Trung, Director of the Kinh Mon Town Investment and Construction Project Management Board.
Thuong Quan Commune is a locality that has done a good job of coordinating land clearance. In the commune, there are 3 projects that are key projects of the town and province, with a total land clearance area of more than 26 hectares (mainly residential land and agricultural land) of over 300 households. The land clearance for all projects was completed 1-2 months ahead of schedule. In particular, many households in the commune agreed to clear thousands of square meters of land.
“Without waiting for instructions from higher levels, the People's Committee of the commune has proactively taken steps: dialogue with people, organize military-civilian-political conferences... to soon create consensus to implement the project steps,” Mr. Bui Van Luong, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thuong Quan commune shared.
At construction sites, the investor's representative always works with the construction unit to promptly detect and handle any problems that arise. The project to build a road connecting the Kinh Mon River overpass with Provincial Road 389B, due to its location close to the foot of the dike, had to overcome problems after the storm. According to the approved design documents, the project had 5 locations that needed to be treated for weak soil, but during construction, 5 more locations arose that needed to be treated. However, the contractor proactively coordinated to handle the problem quickly, without affecting the progress and quality of the project.
The Minister of Construction has decided to recognize Kinh Mon town as a type III urban area. This event is of great significance for the locality to continue investing in upgrading to higher criteria to create a more civilized and modern urban appearance.
According to the roadmap, the town will implement projects to develop industrial parks, clusters, and urban areas; preserve and promote historical and traditional cultural values... "In the immediate future, the town will focus on investing in the missing and weak standards of type III urban areas such as: urban green tree systems, wastewater treatment facilities, traffic density...", Mr. Bui Xuan Loc, Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Kinh Mon Town affirmed.
