5 recommendations on university and college admissions in 2025

(Dan Tri) - According to the Association of Vietnamese Universities and Colleges, the Ministry of Education and Training needs to eliminate admission methods that do not ensure input quality and unify admission combinations, resolutely eliminating "strange" combinations.


The Association of Vietnamese Universities and Colleges has just sent a proposal to the Minister of Education and Training (MOET) on solutions to ensure consistency between the content of the 2018 General Education Program (GEP 2018) and the organization of high school graduation exams and university admissions from 2025.

Is college and university admissions making it difficult for candidates?

According to the Association, 2025 is the first year to implement the high school graduation exam and university and college admissions according to the 2018 General Education Program.

However, looking back, university and college admissions are increasingly chaotic and ineffective, creating inequality in access to university education for disadvantaged groups in society.

Some admission methods cause difficulties and costs for candidates and parents because they have to take exams many times and have to accept enrollment in many "training centers".

The admission method based on high school graduation exam scores is affected by the 2018 General Education Program, which will limit traditional admission blocks because students can only take 2 optional subjects when studying and taking exams.

In addition, according to this Association, the construction of exams with low value and classification of the selected subjects, as well as the increased guessing ability in 40% of the score of each exam, will be a major disadvantage for schools that need high differentiation in enrollment.

A series of universities have organized their own entrance exams, often under the name "ability assessment" or "thinking assessment".

"Some admission methods of some universities do not ensure input quality for majors that require specific competencies, leading to many students who do not meet the requirements of the major having to drop out of school, causing a waste of resources for learners and society.

Even many "lower" universities often offer many "strange" and non-traditional admission methods, not necessarily for career guidance but for admission purposes," the Association stated.

According to this petition, the Association of Vietnamese Universities and Colleges believes that the admission method based on academic records will face many difficulties in assessing input quality, academic records will not be highly reliable, and will not ensure fairness among candidates, high schools, provinces, and cities.

Admission by international language certificates does not ensure a correct assessment of high school candidates' foreign language proficiency because foreign language subjects under the 2018 General Education Program have different output standards from the standards of international language certificates currently recognized by many public universities for admission.

Eliminate "strange" combinations in admissions

Faced with the above shortcomings, the Association has made five recommendations for university and college admissions from 2025.

Firstly, the Ministry of Education and Training needs to eliminate admission methods that do not ensure input quality for the training majors of universities.

The Ministry needs to require higher education institutions to explain the selection of subject combinations and competency assessment tests of separate exams used for admission, ensuring basic competency input standards for successful study at university level. At the same time, it is necessary to unify reasonable admission combinations and resolutely eliminate "strange" combinations.

Second, the Ministry of Education and Training should not intervene too deeply and set control rates for different methods of universities because in reality, recruiting good students with good input quality is the responsibility of the heads of higher education institutions.

The Ministry should only limit or eliminate easy admission methods that do not properly assess the quality of input, at all costs to "grab" students.

To do this, the Ministry needs to have regulations for universities and colleges to have a reasonable rate for admission methods based on high school graduation exam results to ensure fairness for disadvantaged students in the conditions of participating in international certificate exams and separate exams organized by universities and colleges.

Third, the Ministry of Education and Training needs to clarify the concept of "early admission" or change the concept to suit the nature of admission activities because most of these candidates have not graduated from high school in the school year when they participate in the admission.

These candidates only meet the "sufficient" condition of reaching the threshold to ensure input quality according to the regulations of the university, but have not met the "necessary" condition according to the regulations of university admission which is high school graduation.

Fourth , the Ministry of Education and Training evaluates the suitability of separate exams organized by universities to ensure that they do not exceed the curriculum of high school students to minimize the widespread situation of extra classes and tutoring.

Fifth, the Ministry of Education and Training directs universities to develop admission combinations that are suitable for the requirements of university entrance exams; only necessary additional criteria may be added for gifted and "hot" majors.

Adjust and update the university training program to compensate for basic content, in accordance with the 2018 General Education Program, minimize the number of students who have to drop out of school due to changes in the 2018 General Education Program, causing a waste of resources for learners and society.
