At the ceremony, Nam Dinh Provincial Police said that, implementing the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2025 period of Nam Dinh province, the province arranged 2 district-level administrative units (merging My Loc district into Nam Dinh city), 79 commune-level administrative units.
After the merger, Nam Dinh province has 9 district-level administrative units and 175 commune-level administrative units; reducing 1 district-level administrative unit and 51 commune-level administrative units.
The new administrative units will come into operation from September 1, 2024. Along with this, many agencies and units in the province must reorganize their apparatus and rearrange their staff.
Regarding the police force, information at the event, Colonel Nguyen Huu Manh, Director of Nam Dinh Provincial Police said, closely following the direction of the Ministry of Public Security, the Standing Committee of the Provincial Party Committee, based on the plan of the Provincial People's Committee, the Provincial Police has issued a plan to implement the restructuring of the apparatus, arrange staff and ensure security and order in the plan to arrange administrative units at the district and commune levels for the period 2023 - 2025, deploying and implementing with the viewpoint of "selecting people to work", arranging in accordance with the training major, capacity, strengths, and work experience of the staff; at the same time, there is inheritance and transition between generations; well meeting the situation and requirements, and practical work tasks.
Specifically, the Provincial Police have arranged and reassigned 2 district-level police chiefs, 8 district-level deputy police chiefs, 46 team commanders (23 team leaders, 23 deputy team leaders), 228 commune-level police commanders (112 commune-level police chiefs, 116 commune-level deputy police chiefs); continued to assign work at Nam Dinh City Police for 62 officers and 2 indefinite-term contract workers formerly belonging to My Loc District Police.
In the immediate future, the provincial police will arrange 4 deputy department heads in excess of the structure. When there is a change leading to a reduction in the number of deputies, the arrangement will be considered to ensure compliance with regulations (to be completed within a maximum period of 3 years from the date of restructuring).
For the team-level commanders, commune-level police, and provincial police, the arrangement ensures the correct structure according to regulations. For commune-level police, 175/175 (100%) commune-level police chiefs are arranged as investigators; 123/175 (70.3%) commune-level police (both chiefs and deputy chiefs of commune-level police) are arranged as investigators; at the same time, the police of districts and cities in the province are directed to focus on supplementing the staff for communes, wards, and towns; in which, for communes and towns with complicated security and order situations, and border areas, each unit is arranged with 8 officers and soldiers or more.
To effectively carry out the requirements and tasks of work in the context of a new organizational structure and new working area, Colonel Nguyen Huu Manh, Director of Nam Dinh Provincial Police, directed the Party committees, leaders, and police chiefs of districts and cities in the province to urgently direct the stabilization of the organizational structure, issue decisions on work arrangements for officers and soldiers according to their authority; assign specific tasks to each leader and commander; complete the handover of documents, equipment, means, facilities, etc. to focus on serving the requirements of work, combat, and some other specific related tasks.
