Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister and the Prime Minister's direction in Official Dispatch No. 57/CD-TTg dated June 10, 2024, to gradually bring the upstream water level of the reservoir to the highest water level before the flood as prescribed, the National Steering Committee for Natural Disaster Prevention and Control orders the Director of Hoa Binh Hydropower Company:
One is to open 01 spillway gate of Hoa Binh lake at 22:00 on June 24, 2024.
Second, closely monitor the developments of rain and floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly report to the National Steering Committee for Natural Disaster Prevention and Control and relevant agencies as prescribed.
On the same day, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control sent a letter to the provinces and cities of Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, and Ninh Binh about ensuring safety downstream when releasing floodwaters from Hoa Binh reservoir.
Accordingly, implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister and Official Dispatch No. 06/CD-QG at 3:30 p.m. on June 24, 2024 of the National Steering Committee for Natural Disaster Prevention and Control ordered the Director of Hoa Binh Hydropower Company to open 01 bottom spillway gate of Hoa Binh reservoir at 22:00 on June 24, 2024.
To ensure the safety of people and property when the reservoir releases floodwaters, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control requests the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of provinces and cities to:
1. Immediately notify authorities at all levels, people, organizations operating on rivers and riverbanks; aquaculture facilities on rivers, water transport vehicles; ferry terminals; review and ensure the safety of construction works; production and business activities, sand and gravel exploitation activities to know information about flood discharge of Hoa Binh hydropower reservoir to proactively take preventive measures to ensure safety of people and property.
2. Direct relevant agencies and units to coordinate with the reservoir owner to find solutions to ensure safety for curious people approaching the flood discharge viewing area.
3. Timely report and propose solutions to handle unusual situations that may occur during flood discharge to the National Steering Committee for Natural Disaster Prevention and Control.
Propose that the Provincial Steering Committees for Disaster Prevention and Control urgently implement./.
