In the latest update on the results of negotiations on electricity purchase and sale from transitional wind and solar power projects, EVN said that by 10:00 a.m. on May 26, 52/85 transitional renewable energy projects had sent documents to the Electricity Trading Company to negotiate electricity prices and electricity purchase and sale contracts.
Of these, investors of 36 projects have proposed a temporary price equal to 50% of the ceiling price of the price range (according to Decision No. 21/QD-BCT dated January 7 of the Ministry of Industry and Trade) and 19 projects have had their temporary prices approved by the Ministry of Industry and Trade and have signed electricity purchase and sale contracts.
After 2 meetings and dialogues, up to now, 52/85 projects have submitted documents to EVN to negotiate electricity prices.
EVN also said that among the projects submitted for negotiation, 16 projects have been connected to the grid. These plants have been and are undergoing testing to be ready for operation to generate electricity; 19 projects have been accepted by competent state management agencies for the project or part of the project; 17 projects have been granted electricity operation licenses for the entire plant or part of the plant.
According to information from the Ministry of Industry and Trade, on May 24 and 25, Deputy Minister of Industry and Trade Dang Hoang An signed documents directing negotiations on purchasing electricity from transitional wind and solar power plants.
Specifically, on May 24, Mr. Dang Hoang An signed an urgent document to EVN requesting that the group urgently negotiate with solar and wind power plants to transition to a temporary price and operate the power generation to the grid when the construction investment and legal documents are completed according to regulations. After the negotiation is completed, the agreed price will be settled according to the official price regulations from the date of power generation to the grid.
On May 25, Deputy Minister Dang Hoang An continued to sign documents to send to the Department of Industry and Trade, People's Committees of provinces and cities; Department of Electricity and Renewable Energy; Electricity Regulatory Authority and EVN on the implementation of Notice No. 182 dated May 17 of the Government Office.
In this document, for projects with approved temporary prices, the Ministry of Industry and Trade requests EVN to urgently sign power purchase contracts and review procedures to soon put power generation into operation on the grid. For the remaining power plants, EVN will urgently negotiate temporary prices before May 27 to submit to the Ministry of Industry and Trade.
The Ministry of Industry and Trade requested EVN to direct its member units to coordinate with investors to complete legal procedures related to EVN such as connection agreements (if expired) before May 27; complete testing (according to regulations in Decision No. 25 dated May 16, 2019 of the Electricity Regulatory Authority) before May 27 for plants registered for testing; review the testing results of power plants, ensuring compliance with technical requirements and relevant regulations.
In addition, the Ministry of Industry and Trade requests the People's Committees of provinces and cities to direct the Department of Industry and Trade according to the decentralization of solar and wind power plants to coordinate with investors to urgently carry out the work of design appraisal, design adjustment (if any) and inspect the acceptance work according to their authority.
The Ministry of Industry and Trade also directed the Electricity and Renewable Energy Department to guide investors facing planning problems during the process of adjusting investors; the Electricity Regulatory Authority urgently carries out the work of granting electricity operation licenses for completed investment projects in order to put the projects into operation soon, ensuring electricity supply and resource exploitation, avoiding investment waste.
