Yen Bai: Developing rural transport system is the “key” to development

Yen Bai - The implementation of the Project has achieved positive results and exceeded the set targets in each year, contributing significantly to accelerating the roadmap for completing criterion No. 2 on traffic of communes in the province, helping Yen Bai city, Nghia Lo town, Tran Yen and Yen Binh districts and most recently Van Yen district to soon meet the standards/complete the task of building new rural areas.

As a locality with complex terrain due to hills and streams, connectivity between areas is still limited. Therefore, the development of the rural transport system (RTS) is identified by Yen Bai as a fundamental and especially important factor and is considered the "key" to opening up opportunities to promote socio-economic development in each locality. The results achieved from the RRT Development Project of Yen Bai province for the period 2016 - 2020, laid a solid foundation for the Provincial People's Council to continue issuing Resolution No. 73/2020/NQ-HDND approving the RRT Development Project in the area for the period 2021 - 2025. Mobilizing resources to develop RTS is considered an important and urgent task by the province; in the period 2021 - 2025, the whole province strives to solidify about 900 km of RTS roads; open and expand 150 km of dirt roads; build 1,000 drainage works of all kinds...

It is not difficult to see that, in the past decade, the province has focused on investing heavily in building and upgrading many important traffic routes; in which, priority is given to district, commune, village and hamlet roads. The province's rural transport network has improved significantly from expanding muddy, bumpy dirt roads in low-lying communes and highland districts to flat concrete roads connecting the most remote and isolated communes and hamlets in the province such as Ta Xi Lang commune of Tram Tau district, or Che Tao commune of Mu Cang Chai district... basically meeting and serving the travel needs of the people, promoting socio-economic development, trade between localities and regions inside and outside the province. In particular, many roads have been upgraded, creating smooth connections between rural areas and the economic and administrative centers of the province.

One of the achievements that can be called a miracle, a great step forward in the development of rural transport in Yen Bai, is the concreting program in which the investment method "State and people do together" is flexibly and creatively applied, bringing positive changes to the transport infrastructure. The effectiveness and influence of the motto "State and people do together" when Yen Bai rural transport development projects have taken people as the center, the subject from participating in contributing labor, materials to supervising and maintaining the works after completion is strongly spreading the sense of community responsibility of the people, the spirit of voluntary land donation for road construction, everyone agrees towards the common benefit with the self-awareness "our road, we make, we repair, we go". All levels, sectors and localities in the province have closely and smoothly coordinated in implementing the rural transport development project; closely following the goals and plans set out in Action Program No. 10-CTr/TU dated October 30, 2020 of the Provincial Party Committee "Phase 2021 - 2025 combining capital sources to build and develop the rural transport system in the province, striving to complete about 2,000 km of rural transport roads by 2025"; of which, the implementation volume of the Project is 900 km.

Clearly defining goals, selecting key projects to concentrate resources, being flexible in the way of doing things, the province prioritizes capital allocation according to local needs and integrating capital sources from programs and projects to implement the concretization of rural roads. With the right policy, clearly recognizing the common interests, the movement to develop rural roads and concretize rural roads has become a vibrant emulation movement in almost all localities in the province. Not afraid to face difficulties, considering this an opportunity for strong development, Van Yen district has risen to become a bright spot in the movement to solidify rural roads in the province. In the period from 2021 to 2023 alone, this locality has solidified nearly 350 km; solidified and expanded the road surface of more than 15 km; opened new and expanded the roadbed of nearly 100 km; built 7 underground bridges, 148 culverts of all kinds... In 2023 alone, the district concreted nearly 140 km of roads, reaching over 138% of the year's target, becoming the leading locality in the province in developing the rural transport system, notably the "Movement of land donation" which is being widely replicated and spread.

It can be seen that Yen Bai has been building a synchronous and modern rural transport network on the basis of properly applying the motto "people know, people discuss, people do, people check, people supervise, people benefit" which has been thoroughly propagated in all stages and steps of mobilizing people from contributing to organizing the construction of rural roads in the area. Accordingly, it has mobilized huge resources from the people and many enterprises in the province. It is known that the total capital mobilized to build rural transport works in the province by 2024 will reach 2,398.2 billion VND, of which, the capital mobilized legally and contributed by the people is over 813 billion VND; the central budget capital and the provincial capital is 1,153.3 billion VND; the district capital is 412.5 billion VND and nearly 20 billion VND combined from other capital sources such as Program 135, WB... Of the total mobilized capital, there is over 1,392 billion VND. co-allocation for implementation of rural transport works according to the Rural Transport Development Project; the cost of implementing rural transport works using other capital sources but applying the support mechanism of this Project is 76.5 billion VND; the cost of implementing rural transport works by integrating other capital sources, programs and projects is 929.1 billion VND.

To make rural transport the "key" to development, Yen Bai province focuses on prioritizing investment in developing transport infrastructure in a synchronous manner, exploiting financial resources well, effectively mobilizing socialized resources and community resources; at the same time, maintaining and improving the quality of completed works. After 4 years (2021 - 2024) of implementing the Rural Transport Development Project and the Project's mechanism, up to now, the whole province has solidified 1,885 km of cement concrete road surface, reaching 209.4%; expanded 91.1 km of cement concrete road, reaching 91.1%; opened and expanded 312.4 km of dirt roads, reaching 208.3%; built 1,565 drainage works of all kinds, reaching over 156% of the Project's target. In particular, through the combination of capital sources for construction and development of the road system In terms of transport, the whole province has solidified 2,218.4 km of cement concrete roads, reaching 110.9% of the plan set out in Action Program No. 10-CTr/TU of the Provincial Party Committee.

It is undeniable that the Rural Transport Development Project has created a great revolution in awareness not only in each locality, village/hamlet but also in each family and clan with a high sense of responsibility in which the motto of the State and the people working together is applied flexibly, creatively and effectively. Far exceeding the Project's target, Yen Bai province has had over 6,286 km of rural roads solidified, reaching 77.26% of the total number of rural roads in the area - an impressive feat, in fact it is the great effort and determination of the entire political system when "the Party's will - the people's heart" are one.

The province currently has over 1,800 km of rural roads that have not been solidified. According to the registration needs of localities, in 2025, the province plans to continue solidifying 400 km; of which, it is expected that the provincial budget will support 109 billion VND to solidify 346 km according to the support mechanism of the Project; widen 11.7 km of roadbed and surface; open 27.5 km of new dirt roads; carry out 171 drainage works, etc.

The province directs the effective use of capital sources from target programs and other legal capital sources to continue to implement the construction and development of the rural transport system in the area; strengthens the mobilization of organizations and individuals inside and outside the province to contribute to the construction of rural infrastructure works associated with the construction of new rural areas, civilized urban areas and sustainable poverty reduction; promptly rewards, especially typical and outstanding organizations and individuals who have made great contributions to the rural transport construction movement such as donating land, architectural objects, trees, crops; enterprises contribute and support funds, labor, materials, machinery for road construction, etc.

The province's worthy investment strategy for the development of the rural transport system in recent years has created a driving force for traffic connections, helping Yen Bai trade more effectively with neighboring provinces and expand regional linkages, expanding economic cooperation through the Kunming - Lao Cai - Hanoi - Hai Phong economic corridor. This is considered one of the prerequisites for breakthroughs, promoting the province's socio-economic development quickly, sustainably and integrating more deeply.

The implementation of the Project has achieved positive results and exceeded the set targets in each year, contributing significantly to accelerating the completion of criterion No. 2 on traffic of communes in the province, helping Yen Bai city, Nghia Lo town, Tran Yen and Yen Binh districts and most recently Van Yen district to soon meet the standards/complete the task of building new rural areas. Currently, the rate of communes completing the criteria on traffic in the whole province has reached 82%.
