The Vietnam Youth Union of districts, towns and cities will coordinate with local authorities and relevant units to establish at least 1 "Digital Literacy" Team to raise awareness and essential digital skills for people.

Deployed throughout the province, at affiliated units, the Vietnam Youth Union of districts, towns and cities will coordinate with local authorities and related units to establish at least 1 "Digital Education for All" Team suitable to the actual conditions of the locality and unit.

Members voluntarily and proactively equip themselves with basic information technology skills, are trained, equipped with necessary knowledge and skills to guide and support people and can receive operating funding support (depending on the local situation).

The "Digital Literacy for All" team develops plans, organizes propaganda activities, supports and carries out ad hoc tasks according to the needs and requests of the people related to the team's tasks, focusing on contents such as: Propagating and supporting the popularization of basic knowledge and skills of information technology to the people and young people; organizing direct and online courses on essential digital skills.

Instructing and popularizing people to use computers, smart devices, social networks; instructing online public services and interacting with the government via digital platforms; instructing people to access the internet and essential digital skills (using software and social networks) in a civilized manner, ensuring safety and basic information security, avoiding digital fraud; identifying and preventing bad and toxic information in digital space; instructing people and households to participate in reputable e-commerce platforms of domestic enterprises, skills in selling through e-commerce products, skills in non-cash electronic payments and other digital applications serving production and business suitable to local conditions; instructing people and households to use digital platforms suitable to local characteristics selected by the locality...

The "Digital Education for the People" teams will become a widespread system among young people, contributing to the construction of digital government, digital society, digital economy, digital citizens, affirming the pioneering and creative role of young people and the Vietnam Youth Union in the digital age.
