Along with the surge in tutoring centers and businesses registering to provide tutoring services, the issue of distorted and disguised forms of tutoring has also been widely discussed, while the inspection and supervision of tutoring by local authorities at the commune and ward levels has not been strictly enforced.
Notably, according to information from some parents, the fees for extracurricular tutoring outside of school tend to be higher than before. Students' tuition for extracurricular classes is now burdened with additional fees. Tuition for extracurricular classes, already a heavy burden for some parents, is now becoming even more difficult to manage.
To ensure fairness and transparency in tutoring and supplementary education, it requires comprehensive inspection and evaluation by management agencies and authorities at all levels, along with specific regulations.
At a recent conference of the Ministry of Education and Training , Deputy Minister Pham Ngoc Thuong requested that provincial education and training departments advise the People's Committees to promptly issue guidelines on tutoring and supplementary classes in accordance with the spirit and responsibility of the localities. Ending tutoring and supplementary classes is no longer a preliminary order, but must become a mandate for the entire sector, to bring education back to its original nature. Therefore, education and training departments need to be determined and strict with violations, without leniency or compromise.
In Thanh Hoa province, the Department of Education and Training has also issued a document requesting districts, towns, cities, and affiliated units to seriously inspect and handle violations in the organization of extracurricular tutoring activities, to handle violations according to their authority, and to prevent "distortions" in extracurricular tutoring activities.
The Department of Education and Training proposes that, while awaiting the Provincial People's Committee to issue regulations on tutoring and supplementary classes in the province, the district-level People's Committees must strengthen their responsibility in managing and inspecting tutoring and supplementary classes, especially those at extracurricular tutoring facilities; and handle or recommend to competent authorities to handle violations.
For public schools, the school principals are responsible to the Director of the Department of Education and Training for any violations that occur in the organization of extracurricular tutoring within the school and for managing teachers who are teaching at the school but participate in extracurricular tutoring outside the school...
With the issuance of this document, the Thanh Hoa Department of Education and Training is reassuring the public with a spirit of "not abandoning the issue halfway." The implementation of Circular No. 29/2024/TT-BGDĐT will be completely different from previous instances, and order in tutoring and supplementary classes will gradually be restored.
