Thanh land in the flow of the new era

As an inevitable arrangement of nature, spring means a beginning full of faith and excitement, or the foundation of all aspirations for innovation and miraculous rise. Then, the law of nature seems to also surprisingly apply to the law of life, when the promising Spring of At Ty 2025 will ignite a heroic spirit and urge a strong desire for a strong rise of the nation in the new era. Being closely linked to the flow of national history, every turning point, every milestone, every achievement that Vietnam has achieved, has left its mark and important contributions of Thanh Hoa. Today, when the country's foundation, potential, position and international prestige are being strongly affirmed, creating a foundation to bring Vietnam into a new era - the era of national development, Thanh Hoa is not outside the flow of the times. Even with its very important position and status, Thanh Hoa must accelerate even more strongly, to rise up to become a developed province, a "model" province of the whole country.

Looking back over nearly four decades of implementing the renovation process, from a province that has always been in the "top" of poor localities, Thanh Hoa has risen and ranked among the top in the country in many important development indicators. The economy has continuously grown at a high level. The average annual growth rate in the 2000-2020 period reached over 10%; in the 2021-2023 period, it reached 9.69%, ranking 5th in the country. In 2024, the growth rate of gross regional domestic product (GRDP) is estimated at 12.16%, ranking 2nd in the country (after Bac Giang province). GRDP per capita is estimated at 3,494 USD, an increase of 427 USD compared to 2023. The annual state budget revenue always exceeds the estimate; Total budget revenue in the 2021-2023 period reached 132,418 billion VND, the average annual budget revenue growth rate reached 11.3%; in 2024 alone, the state budget revenue is estimated to reach more than 56 trillion VND, the highest ever, ranking first in the North Central region and 7th in the country. Mobilization of development investment capital has always been maintained at a high level. Total mobilization of social investment capital in the 2021-2023 period reached 409.3 trillion VND; in 3 years, it has attracted 201 direct investment projects (including 29 FDI projects), with a total registered investment capital of 38,665 billion VND and 366.7 million USD. Up to now, the whole province has 167 valid FDI projects, with a total registered investment capital of 14.77 billion USD, ranking first in the North Central provinces and 8th in the country in attracting FDI.

In order to gradually change its appearance towards civilization and modernity, as well as create an infrastructure foundation for development, Thanh Hoa has focused on innovating the attraction and effective use of State resources and economic sectors to develop transport infrastructure in a synchronous and modern direction. In particular, focusing on budget capital, ODA capital, capital from enterprises (invested under the PPP method) to invest in developing the key transport system along the North-South and East-West axes. At the same time, investing in transport infrastructure connecting urban areas, dynamic economic centers and connecting to potential tourist areas and destinations; building airports, seaport systems...

To ensure the goal of rapid and sustainable development, along with the economy, the fields of culture - society, national defense - security, and foreign affairs are also given special attention by the province. Culture, education, and health have all had very positive changes. Social security policies and policies for people with meritorious services have been fully implemented. In particular, in the period 2001-2023, the average poverty rate decreased by over 1.5% per year (from 21.94% in 2001 to 10.97% in 2016 and decreased to 3.52% in 2023)... National defense - security is strengthened, social order and safety are ensured. The Party Committee and the political system are constantly growing in all aspects...

It can be affirmed that the above comprehensive achievements were first and foremost nurtured from the root of a solid solidarity. Because, there is a very profound historical lesson that always needs to be cultivated, which is "the cause is made by the word "together". Only when there is unity, consensus, and agreement of the entire political system and of each Thanh Hoa citizen, then will there be a great strength to overcome all objective and internal challenges, and gain achievements. Along with the word "together", a correct vision, an innovative mindset, a will of self-reliance, self-strengthening, and the ability to be flexible, proactive, and creative in leadership, direction, and operation of the Party Committee and the government, are the "keys" for Thanh Hoa to achieve many unprecedented achievements. And finally, like the potential strength or the core nature of spring, it is the ability to arouse confidence. This is very important, even decisive, because only when people are guided by the belief in prosperity and happiness, will they be more determined in their actions. The same is true for Thanh Hoa, the belief that Thanh Hoa does not accept poverty, but on the contrary must rise strongly to be worthy of its potential and advantages is always burning. Then, when guided by that "string of belief", Thanh Hoa has taken steady steps on the journey to create a new position and strength, of which the achievements in the past few decades of implementing the renovation process are the most vivid and convincing evidence.

The achievements have been affirmed, but that does not allow us to fall into the "complacency trap". On the contrary, we must perceive correctly, accurately, and fully the challenges that we are and will face, both objective and internal. These could be limitations in each industry, each field, or "bottlenecks" in mechanisms and policies that are slowing down socio-economic development. At the same time, we must find out the causes of the limitations, in which we cannot help but frankly acknowledge that the subjective cause of the weakness is due to people. Specifically, a number of cadres, civil servants, and public employees, including leaders and managers, have limited capacity, lack enthusiasm, and fear responsibility, leading to fear of mistakes, shirking responsibility, working half-heartedly, rigidly, and harassingly, causing difficulties in solving work. The monitoring, inspection, supervision, and urging of subordinates to perform tasks in some industries and localities is not thorough and drastic; Discipline and administrative discipline in the performance of public duties are not strict in some places...

However, as a matter of course, only when we see weaknesses and limitations can we find solutions, which means renewing old things in perception, thinking and action. And after all, to overcome difficulties and weaknesses, we must first remove the "bottlenecks" in people, which are directly the consciousness, perception, ethics, attitude, capacity and especially the sense of responsibility of the team of cadres and party members - the decisive factor in all success or failure. Only when this "knot" is untied can we strongly urge the spirit and enthusiasm for dedication in each cadre and party member, to turn challenges into motivation and turn valuable opportunities into advantages to create breakthroughs in development.

The country is facing a great opportunity to make a strong breakthrough and affirm its national position in the international arena. This is also the opportunity for Thanh Hoa to rise up and promote the achievements built over decades of renovation and, in particular, the pioneering policies that the Party, the National Assembly and the Government have given special favor to this land. However, to grasp the opportunities that great opportunities bring, we need a mindset that is always ready to "step on thorns". That is high determination, great effort, drastic action; the spirit of solidarity, creativity, daring to think, daring to do, daring to overcome challenges and daring to take responsibility; the will of self-reliance, self-strengthening, confidence and pride of the Party committees, authorities, the entire political system and each citizen of Thanh Hoa. This is also the foundation for Thanh Hoa to be more confident in entering 2025 - a year of special importance, the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025. From there, accumulate more "quantity" so that Thanh Hoa can have a "leap" in "quality" in the new period.

The belief and expectation in the bright future of the Vietnamese people are being kindled in every corner of the homeland and country. That will be a magical spring. And to be able to walk under the sacred spring sky and full of pride, a Thanh land with a rising position must make more efforts in using its position and creating strength. At the same time, it must know how to arouse and promote the source of strength accumulated over thousands of years of history, to prepare Thanh land to enter a new spring - a new era: an era of the country rising strongly to affirm its foundation, potential, position and national and ethnic prestige.
