Violating regulations on ensuring traffic order and safety, not obeying orders - "passing checkpoints", even causing accidents, harming the health and lives of the functional forces on duty and damaging State property is causing outrage in society. This behavior needs to be condemned and strictly handled to deter and prevent.

On the evening of February 6, 2023, the working group of the Traffic Police Department, the Criminal Police Department, the Mobile Police Department and the Administrative Management Police Department for Social Order (Provincial Police) performed the task of inspecting, controlling and handling violations of alcohol concentration on Tran Hung Dao Avenue, in Nam Cuong Ward (Lao Cai City). At around 9:00 p.m., the working group discovered Kieu Tien Tam driving a motorbike at high speed. Lieutenant Colonel - Team Leader Quach Van Tr. signaled to stop the vehicle for inspection, but Tam did not comply and increased the speed to pass the checkpoint, crashing the vehicle straight into Lieutenant Colonel Tr. The crash caused Lieutenant Colonel Tr. to be thrown high into the air, falling onto the roadway, seriously injured. After more than 1 year of intensive treatment, Lieutenant Colonel Quach Van Tr. passed away, leaving behind irreparable pain and loss for his family, relatives and the Lao Cai Provincial Police force.
Then, on February 15, 2023, the Investigation Police Agency of Lao Cai City Police completed the file and issued a decision to prosecute the case and prosecute Kieu Tien Tam for the act of "murder".

Most recently, at around 3:41 p.m. on July 29, while performing a patrol and control mission at Km49+150 of National Highway 279, in Xuan Hoa Commune (Bao Yen District), the Working Group of Bao Yen District Police discovered a young man driving a motorbike from Ha Giang to Lao Cai, carrying a man without a helmet. The Working Group signaled the vehicle to stop, but the driver did not comply, turned around and ran away, hitting Lieutenant Hoang Viet Dung head-on before fleeing the scene. Fortunately, Lieutenant Hoang Viet Dung was only injured in the arm and was taken to Bao Yen District General Hospital by his teammates. On July 29, Bao Yen District Police identified the motorcyclist as Ma Seo Pien, born in 2001, residing in Nam Pau Village, Vinh Yen Commune (Bao Yen District). Currently, Pien is being detained by Bao Yen District Police for investigation according to the provisions of law.
Major Hoang Thanh Trung, Captain of the Traffic Police - Order Team, Provincial Police said: During the process of patrolling, controlling and handling violations of traffic order and safety, we encountered many cases of non-compliance with orders, turning around and driving away at very high speed. In these cases, we proactively avoided them to ensure the safety of ourselves, the violators and other traffic participants, and at the same time recorded images of the violations and vehicle license plates to coordinate with other forces to handle them in the form of offline fines.

It is known that in the first 6 months of 2024, the traffic police force - order in the whole province established 6,186 patrol and control teams with 30,517 officers and soldiers participating. The road sector handled 8,957 cases of traffic order and safety violations; fined more than 23 billion VND; temporarily detained 4,240 vehicles (188 cars, 4,051 motorbikes, 1 other vehicle); revoked 2,199 driving licenses for a period of time. The main violations include: 2,987 cases of speeding; 2,605 cases of alcohol concentration violations; 223 cases of overloading, oversized cargo, and expanding the cargo bed... During the patrol and control process, there were hundreds of cases of not complying with the orders of the authorities, driving at high speed to escape. These cases were all recorded by the cameras of the authorities and strictly handled according to the provisions of the law.

During the visit and encouragement of Lieutenant Hoang Viet Dung who was injured while on duty, comrade Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Traffic Safety Committee, requested the police forces at all levels to strengthen inspection and handling of violations of traffic order and safety. In particular, there must be strict measures to handle subjects who do not comply with orders, flee, cause accidents, and harm the health and lives of the task force and people participating in traffic. These subjects need to quickly complete their records and bring them to public and strict trial to deter and prevent.
For the people, it is necessary to strictly comply with the provisions of the law on ensuring traffic order and safety. Absolutely do not turn around and run away, "pass through the checkpoint". Especially, in the case of turning around and running away, "passing through the checkpoint" causing an accident, the driver of the vehicle will be caught up in the law...
In case of failure to comply with traffic police orders, traffic participants will be administratively sanctioned for failure to comply with orders and instructions of traffic controllers according to Decree 100/2019/ND-CP (amended in Decree 123/2021/ND-CP) as follows:
Car drivers: Fine from 4 - 6 million VND; driver's license revocation from 1 - 3 months.
Motorcyclists: Fine from 0.8 - 1 million VND; driver's license revocation from 1 - 3 months.
Tractor and specialized motorbike drivers: Fine from 2 to 3 million VND; suspension of driving license (when driving tractor), certificate of training in road traffic law (when driving specialized motorbike) from 1 to 3 months.
Bicycle drivers: Fine from 100,000 - 200,0000 VND.
Pedestrians: Fine from 60,000 - 100,000 VND.
People who control, lead animals, or drive animal-drawn vehicles: Fine from 100,000 - 200,0000 VND.
