The Hanoi People's Court has just decided to conduct a trial of the Rescue Flight case with 54 defendants on July 11.
The Supreme People's Procuracy prosecuted 54 defendants for the crimes of "Giving bribes," "Receiving bribes," "Brokering bribes," "Fraudulent appropriation of property," and "Abusing positions and powers while performing official duties."
A "rescue flight" bringing citizens back home during the COVID-19 outbreak.
The trial panel consists of 5 people: 2 judges, 3 people's jurors, with Judge Vu Quang Huy as the Chairman of the trial.
The indictment stated that when the COVID-19 pandemic broke out and became complicated, the Government directed the organization of flights to bring Vietnamese citizens from abroad back to the country to prevent the pandemic. The Government assigned the Government Office and the Working Groups of a number of ministries, branches and localities to carry out the flight licensing process and issue quarantine policies.
During the process of licensing flights, approving local quarantines, and even during the case settlement process, 25 individuals took advantage of their assigned authority and positions to receive bribes of more than 164 billion VND.
The indictment determined that during the investigation of the case, two police officers received millions of dollars to bribe and commit fraud. This caused property damage and reduced the reputation of state agencies in general and the prosecution agency in particular, so it should be strictly handled.
In this case, up to 18 defendants were prosecuted by the Supreme People's Procuracy for the crime of Receiving bribes under Clause 4, Article 354 of the Penal Code, with a penalty of 20 years in prison, life imprisonment or death penalty.
In particular, defendant Pham Trung Kien, former Secretary of the Deputy Minister of Health, from September 2020 to January 2022 was accused of receiving bribes 253 times, totaling more than 42.6 billion VND.
