Review and comment on the content of 16 submissions and draft Resolutions of the Provincial People's Council

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

Delegates attending the meeting basically agreed on the contents of the draft submissions and draft Resolutions of the Provincial People's Council on: Amending and supplementing Resolution No. 79/2017/NQ-HDND dated December 9, 2017 of the Provincial People's Council regulating the content and level of expenditure for social supervision and criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations at all levels in the province; Amending Clause 2, Article 2 of Resolution No. 82/2017/NQ-HDND on regulating the level of allowances for people performing the task of receiving citizens, handling complaints, denunciations, and recommendations in the province; Stipulating a number of contents and support levels for the implementation of Sub-project 1, Project 6 under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in the province ; Stipulating policies on attracting human resources and supporting postgraduate graduation in the province; Regulations on support policies for cadres and civil servants working in religious and belief affairs and forces participating in resolving complicated religious cases in the area; Assignment of the number of commune-level cadres and civil servants, non-professional workers at the commune level in districts, towns and cities in the province; Regulations on titles and allowances for non-professional workers at the commune, village and residential group levels; fixed operating expenses for organizations, political and social organizations at the commune level; monthly support levels for people directly participating in activities in villages and residential groups in the province (replacing Resolution No. 14/2019/NQ-HDND).

Leaders of the Department of Culture, Sports and Tourism commented on the content of the submission regulating the support level under the National Target Program on New Rural Construction for the period 2021 - 2025 in the province.

Regarding the content of amending and supplementing a number of provisions on environmental protection fees for mineral exploitation according to Resolution No. 21/2020/NQ-HDND dated July 15, 2020 of the People's Council stipulating the levels of exemption, reduction, collection, payment, management and use of fees and charges in the province, some opinions suggest that the drafting unit should consider the types of minerals that are common construction materials such as: stone, sand, gravel, filling soil... At the same time, it is necessary to consider the fee level in the context of the province's economic difficulties; if the fee level is high, it will affect the cost of materials brought to the market, affecting businesses and consumers. Attract investors in mineral exploitation and construction materials. It is necessary to refer to the prices of other provinces; calculate the fee level to ensure harmony between economic benefits and environmental factors.

Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Finance to review and evaluate the collection of environmental protection fees in mineral exploitation since Resolution 21/2020/NQ-HDND was issued. For the group of common construction materials: stone, sand, gravel, coal... directly serving the local socio-economic activities, it is necessary to set a low tax limit.

Delegates attending the November Provincial People's Committee meeting (2nd time).

Regarding specific regulations on some contents and support levels under the National Target Program on New Rural Development for the period 2021 - 2025 in the province (replacing Resolution No. 24/2022/NQ-HDND dated December 19, 2022 of the Provincial People's Council), the majority of delegates agreed with the content and level of expenditure. Some opinions suggested increasing the level of support for models, especially for the model of building community tourism villages; providing specific instructions on the level of support for households with land area for agricultural tourism and eco-tourism models.

Participating in the regulation of policies to support the development of agricultural, forestry and fishery production to restructure the agricultural sector in the province (replacing Resolution No. 05/2018NQ-HĐND of the province), delegates of Tua Chua district proposed to have a policy mechanism to support, maintain ancient tea trees and develop tea material areas.

Regarding the draft of some contents: Report on reviewing the direction and administration of the Provincial People's Committee in 2023, key tasks of direction and administration in 2024; report on Regulations on criteria for evaluating and classifying commune, ward and town governments in the province... delegates will give their opinions in writing.
