On November 9, in Ha Long City, the official session of the 4th Congress of Ethnic Minorities of Quang Ninh Province in 2024 took place with the theme "Ethnic groups unite, innovate, create, promote advantages, potentials, integrate and develop sustainably".
Average income of ethnic minorities in Quang Ninh province reaches 73.3 million VND/year
According to the political report at the Congress, Quang Ninh province currently has 43 ethnic groups living together, including the Kinh ethnic group and 42 ethnic minorities with 162,531 people. Of which, over 13,500 ethnic minorities from the northern mountainous provinces come to Quang Ninh to work, work and study.

After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Quang Ninh Province, many mechanisms, policies, and investment resources for ethnic minority areas have been deployed, creating a strong momentum for this area.
Up to now, the average income per capita in ethnic minority, mountainous and border areas has reached 73.3 million VND/year. The rate of poor households and ethnic minority households using clean water has reached 100%. Over 90% of household waste from people in communes in ethnic minority, mountainous, border and island areas has been collected and treated according to regulations, ensuring environmental hygiene. 100% of villages in the province have mobile phone coverage.
In addition, 100% of commune-level health facilities in ethnic minority, mountainous, border and island areas have doctors; the rate of ethnic minority people with health insurance is over 98%. 100% of communes in ethnic minority and mountainous areas have achieved universal preschool education for 5-year-old children. In the period of 2019-2024, 3,053 ethnic minority people have participated in vocational training.

The work of preserving, maintaining and promoting the traditional cultural identity of ethnic groups has been carried out effectively. The province currently has 55 traditional art clubs of ethnic minority and mountainous areas; 19 ethnic minorities have been recognized as outstanding artisans in the field of intangible cultural heritage.
The work of building the Party and the political system has also achieved many progressive results when the whole province currently has 15,867 ethnic minority party members.
In particular, Quang Ninh province has completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years ahead of schedule and implemented a multidimensional poverty standard applied in the 2023-2025 period 1.4 times higher than the Central poverty standard.
In the 2024-2029 period, Quang Ninh province will continue to implement ethnic policies to develop the economy, ensure social security, narrow the gap in living standards with developed regions; build a strong grassroots political system, maintain political security, social order and safety; and consolidate and strengthen the great national unity bloc.

Specifically, Quang Ninh strives for the average income per capita of ethnic minority and mountainous people to reach over 150 million VND/person/year and cumulatively reach about 7,000 USD/person/year by 2029; basically no more poor households according to the province's multidimensional poverty standards; maintain each commune with at least one model of concentrated production development or linkage model in production and consumption of agricultural products...
In their discussions at the Congress, typical collectives and individuals focused on analyzing and evaluating solutions to effectively implement the National Target Program in conjunction with Resolution No. 06-NQ/TU of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030"; good practices, creating a spillover effect in protecting and caring for natural forests, contributing to the cause of sustainable forest development; innovating the thinking and working methods of ethnic minority people in preserving, promoting ethnic identity associated with developing community tourism...
Building an ethnic minority area in Quang Ninh province rich in economy and imbued with national identity
Speaking at the Congress, Deputy Minister and Vice Chairman of the Ethnic Committee Y Thong acknowledged and congratulated the achievements of the Party Committee, government, army and people of all ethnic groups in Quang Ninh province in the past time. He especially praised the efforts of ethnic minorities who have joined hands and united to carry out the renovation, protection, construction and development of their homeland and country.

The Vice Chairman of the Ethnic Committee suggested that Party committees at all levels, authorities, socio-political organizations, cadres and Party members need to continue to study and raise awareness of the Party and State's viewpoints, policies and guidelines on ethnic work, great national unity and ethnic policies.
Along with that, Quang Ninh needs to focus resources on investment in socio-economic development, promote poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities, effectively implement 3 national target programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 in the province.
At the same time, combine socio-economic development with ensuring national defense and security, especially in key areas and border areas; focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in remote communes and particularly difficult areas; pay attention to preserving and promoting fine traditional cultural values, tangible and intangible cultural heritages of ethnic minorities...

Speaking at the Congress, Secretary of the Quang Ninh Provincial Party Committee Vu Dai Thang acknowledged and commended the efforts and achievements that the Party Committee, government and ethnic minorities of the province have achieved in the past time. These results have made a very positive and important contribution to the overall development achievements of the province in the period of 2019-2024.

At the Congress, 5 individuals were awarded the Medal "For the cause of ethnic development"; 1 collective and 5 individuals were awarded the Certificate of Merit from the Minister, Chairman of the Ethnic Committee; 28 collectives and 44 individuals with outstanding achievements contributing to the socio-economic development of ethnic minority and mountainous areas of Quang Ninh province in the period of 2019-2024 were awarded the Certificate of Merit from the Chairman of the People's Committee of Quang Ninh province.
