Although the project has been implemented for more than 4 years and has achieved 85% of its volume, up to now, the Lai Yen - Van Canh road construction project (section from Lien khu 2 road to Vanh Dai 3.5 road) has not been completed, posing a potential risk of accidents for traffic participants.
The Lai Yen - Van Canh road construction project (from Lien khu 2 road to Vanh Dai 3.5 road) is one of the key traffic projects of Hanoi City, assigned to the People's Committee of Hoai Duc district as the investor. This road is 2.9 km long, 40 m wide, with a 3 m wide median strip, 6.5 m wide sidewalks on both sides, with a total investment of about 470 billion VND. The project started construction in October 2020 and was expected to be completed in the third quarter of 2022. However, although 85% of the work has been completed, the entire route has not yet been opened to traffic. Currently, the area where the route runs through is quite densely populated.
Many sections of the route have basically completed items such as roadbed, sidewalks, and trees, and people have temporarily used this section of the road to move around.
The last section of the project (adjacent to Ring Road 3.5) has not yet relocated its infrastructure, although it was posted to announce that the construction site is under construction and that unauthorized entry is prohibited. However, according to Dan Viet reporters, there is no construction activity, and people are still temporarily moving on this road.
The fact that the entire route has not been officially opened to traffic has caused chaos in traffic on the route. Vehicles cannot distinguish the direction of travel, leading to traveling in the opposite direction at high speed, posing a potential risk of accidents.
Notably, the middle section of the road is littered with construction materials.
Many manhole covers on the street are covered in a sketchy, temporary manner.
Even the manhole covers are not covered, construction waste is dumped all over the road.
Box culverts are gathered between the median strip, the iron bars inside the box culverts protrude outward, posing a potential risk of accidents for road users.
The trees along the road and in the middle of the median strip are covered in white dust. According to research, after more than 4 years since the start of construction, the Lai Yen - Van Canh road project (from Lien khu 2 road to Vanh duong 3.5 road) has now reached about 85% of the work volume. However, up to now, the project has not been able to be completed due to land clearance problems.
According to the investor's report, in Lai Yen commune, there are still residential land of 9 households and individuals and business and service land of 4 households and individuals, and the land reclamation notice has just been issued. In Van Canh commune, there are still 21 graves, of which 16 have not received payment, have not been moved, and 5 graves of households have not been declared and counted. In addition, 1,044 m2 of defense land has not been handed over, making it impossible to complete the project. (In the photo is the section where the site has not been cleared yet).
