NDO - On the afternoon of February 20, the Department of Medical Examination and Treatment Management (Ministry of Health) held a meeting with experts from hospitals under the Ministry of Health and specialized associations on the framework of Clinical Quality Standards in medical examination and treatment.
According to Article 58 of the Law on Medical Examination and Treatment, quality standards are standards and requirements on management and technical expertise used as a basis for assessing the quality of technical services or of each specialty or of the entire licensed medical examination and treatment facility, including Basic Quality Standards, Advanced Quality Standards and Quality Standards for each specialty or technical service issued by the Ministry of Health.
Speaking at the meeting, Dr. Duong Huy Luong, Deputy Director of the Department of Medical Examination and Treatment Management, said that the Department of Medical Examination and Treatment Management was assigned by the Ministry of Health to be the focal point for providing detailed guidance to research units, developing and implementing clinical quality standards.
Clinical quality standards are established for each disease, each technical service or specialty to measure and evaluate the quality of treatment. Each standard is a general recommendation, can combine qualitative and quantitative information and has different indicators to measure to determine whether the standard meets or fails to meet the requirements.
The issues assessed in the quality standards cover aspects related to a disease, from diagnosis, providing tests, functional examinations, diagnosis to treatment, consultation, care, prevention of recurrence...
In addition, factors and conditions related to patient treatment and care such as facilities, equipment, and human resources are also measured and evaluated. These conditions can be evaluated using separate standards or integrated into clinical quality standards.
Currently, the Department of Medical Examination and Treatment Management has drafted 18 quality standard frameworks for experts to comment on and draft such as: Infrastructure; Equipment; Human resources; Developing guidelines, treatment regimens and monitoring implementation; Developing technical processes and monitoring implementation; Professional activities; Professional results, quality indicators; Patient monitoring system: Patients are monitored and data is managed before and after treatment; Number of patients treated, techniques performed... Ensuring patient safety, preventing medical incidents; Patient care; Respecting human rights and dignity of patients; Rehabilitation...
Professor, Doctor Do Tat Cuong, Vice President of the Association of Emergency Resuscitation and Poison Control, said that besides 83 standards for evaluating hospital quality, clinical quality standards are the core for patient-centered medical examination and treatment activities.
Professor, Dr. Nguyen Van Chi, Bach Mai Hospital, assessed that the development of a clinical quality standards framework is a big step forward in terms of thinking in quality management. We are orienting towards quantifying clinical quality, for example, in the stroke specialty, stroke standards have been developed to contribute to improving the quality of stroke treatment.
At the meetings, experts agreed that the development of clinical quality standards is very important as a measurement tool and contributes to improving clinical quality. Each standard framework needs to provide different assessment level indicators for easy deployment and implementation.
Experts also suggested that it is necessary to coordinate with specialized associations to closely follow and update the latest guidelines and recommendations on clinical quality standards so that the framework can be built to meet domestic medical examination and treatment needs and integrate with the world.
