New rural construction "faces" challenges

The new rural construction program is showing many challenges.

According to Mr. Ngo Truong Son, Chief of the Central Office for New Rural Area Coordination, as of October 20, 2024, 6,320/8,162 communes (77.4%) nationwide have had their decisions approved by the provincial People's Committee Chairman to meet new rural standards; 2,182 communes (34.6%) have met advanced new rural standards and 480 communes (7.6%) have met model new rural standards.

At the district level, 296 district-level units in 58 provinces and centrally-run cities have been recognized by the Prime Minister as having completed their tasks/met new rural standards (accounting for 45.96% of the total number of district-level units nationwide), of which 11 districts (5%) have been recognized by the Prime Minister as meeting advanced new rural standards.

However, the process of building new rural areas nationwide still faces many difficulties. Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Rural Development of Lang Son province, said that the province has 98 communes meeting new rural standards and aims to have 11 more communes meeting the standards by 2024.

"However, Lang Son is facing a big challenge, the remaining communes are mainly in Region III - a particularly difficult area, making it difficult to complete the new rural criteria. People in these communes live scattered, the transportation system is not complete and economic life is still limited, thereby slowing down the process of increasing people's income," Mr. Nguyen Huu Chien shared.

Ms. Tran Thi Tuyet Minh - Vice Chairwoman of Binh Phuoc Provincial People's Committee said that the province is facing many difficulties in the process of building new rural areas. Some communes are in the target of meeting new rural standards in the period of 2024-2025 but are stuck in bauxite planning, causing investment in infrastructure such as schools, cultural houses, and roads to stagnate, leading to slow progress. In particular, these are all mandatory criteria in the process of building new rural areas.

"Currently, Binh Phuoc still has no commune that meets the model new rural standards," said Ms. Tuyet Minh.

Minister of Agriculture and Rural Development Le Minh Hoan added that in the construction of new rural areas, environmental criteria have not had initiatives to overcome rigid regulations, leading to environmental efficiency not meeting high requirements. Many localities still have difficulties in registering 5-star OCOP (One Commune One Product) products, making consumption and competition in the market difficult.

Faced with that situation, Mr. Le Minh Hoan requested that all levels and sectors make efforts to remove difficulties so that the new rural communes and registered new rural districts can complete the project on time by the end of 2024.

"Localities must urgently complete detailed approval of projects, proposals, and plans for implementing pilot models under specialized programs to have a basis for allocating resources and organizing implementation in 2024. Prioritize allocating sufficient central budget capital, local counterpart capital, and other legally mobilized resources to implement models under the program," Mr. Le Minh Hoan emphasized.
